Uttar Pradesh to have Centralized Anti-Ragging Helpline

Uttar Pradesh will  have  a Centralized Anti-Ragging Helpline. All engineering, management and medical colleges and professional institutes will be under state-level 24×7 anti-ragging helpline.

An action plan in this regard has been started on the instructions of Chief Minister Akhilesh Yadav, a senior technical education department officer told IANS.

The move also enables college managements to not only expel students found involved in ragging but also blacklist them from getting re-admission for the next five years.

The instructions have been issued from the highest level and well before the start of the new session keeping in mind a Supreme Court verdict on ragging, the official said.

At a meeting held at the state secretariat Friday, Principal Secretary (Technical Education) R.C. Srivastava asked officials to ensure that all campuses in medical, engineering and management colleges, government and private colleges, institutes, hostels, canteens, orphanages and coaching institutes be made ragging-free.

Srivastava warned vice chancellors, principals, department heads, directors and management bodies of punitive and legal action for incidents of ragging in their campuses.

He said if complaints reached him and were found to be true, they would be held responsible.

Provisions have also been made in rules for Rs.10,000 as fine and/or two years of imprisonment, the official said.

At the government’s level, district magistrates and divisional commissioners have been asked to ensure that not only do colleges in their areas stop ragging but also ensure that anti-ragging measures are widely propagated.

A 24×7 helpline would be established and a written record would be kept of all calls received and action taken.

The government has also asked educational institutions to form anti-ragging squads, which would also raid premises other than within the campus.

The provision of lodging first information reports or police complaints in ragging cases should also be exercised, senior state officials have said.

The modalities for setting up the helpline were being worked out, said Secretary (Technical Education) Amrit Abhijat.

Bihar Government invites Doctors on Strike for Negotiations

Bihar State Health Department invited the striking PMCH doctors for Talks  but urged them to resume their duties.

Principal Secretary (Health) Vyasji has invited the striking PMCH junior doctors for talks so that a solution could be worked out to end their strike, Additional Secretary (Health) R P Ojha told reporters.

Though the state government did not interfere in the functioning of the hospitals, its doors were open for the striking junior doctors for talks so that their legitimate demands could be resolved and the medical facilities at the premier hospital normalised, he said.

Ojha said 75 doctors of the Bihar Health Service from other districts have been asked to report for duty at the PMCH for the time being and senior doctors there directed to attend to patients in the wards in view of the strike. He said it had been noticed that the striking doctors were preventing other medicos from working and that the department might take help of police to ensure adequate medical services and manpower at the hospital.

He said the Principal Secretary (Health) had spoken to the SSP Amrit Raj and requested security arrangements in the hospital. The attendance record of the striking doctors was also being maintained so that action could be taken against them in larger public interest if they failed to report for duty, Ojha said, adding the state government maintained its appeal to them to resume duty.

Two days ago, state Health Minister Ashwani Chaube had described the strike as illegal and threatened to take legal action against the doctors. The main demand of the junior doctors was removal of PMCH superintendent O P Chowdhary as, they said, they were feeling insecure during duty because of his administrative ‘incompetence’.

Himachal Pradesh objects Renuka Dam Project

Renuka Dam Project, a proposed hydroelectric project in Sirmaur district of  Himachal Pradesh  which  aims to provide drinking water to Delhi received  has come under criticism  with the hill state raising objections to the plan citing environmental concerns.

“It should never come. Locals should be taken into confidence before starting the construction of the 40MW Renuka hydel project,” Chief Secretary Sudripta Roy said at a symposium organised by the Satluj Jal Vidyut Nigam Limited.

“Trees grown over hundreds of years cannot be destroyed overnight just to quench the thirst of people of Delhi,” he added.

Roy said: “The motto of business should not be greed but serving the people.”

The Rs.3,600 crore project, to be constructed on a tributary of the Yamuna river, is meant to provide 23 cubic metres of water per second to Delhi and also generate 40 MW of electricity for Himachal.

Water from the Renuka dam, a national status project, will be released into the Yamuna river, from where it will flow to Haryana’s Hathinikund barrage and finally reach Delhi.

The Delhi government has already given Rs.214.83 crore to Himachal Pradesh to start the construction work.

The project has already been facing protests from villagers.

Under the banner of the Renuka Bandh Jan Sangharsh Samiti, the project-affected villagers claim the government has not taken them into confidence before starting the land acquisition process. They are claiming that more than 700 families of 37 villages would be affected.

Delhi Police Officer fined Rs. 20000 for False Case

An errant policeman has been told by a Delhi court to pay Rs.20,000 compensation for implicating and agonising a man in a rash and negligent driving case whose trial has been on for almost 13 years, a lawyer said Saturday.

Metropolitan Magistrate Sidharth Mathur said: “In the interest of justice, the investigating officer (IO) is directed to pay a compensation of Rs.20,000 to Kamruddin who was falsely implicated in this case.”

“The present accused Kamruddin had suffered for more than last 13 years for something which he had never committed,” the court said.

The court said that strict action must be taken against investigating officer and assistant sub-inspector Shyam Lal to restore public faith in the system of administration of justice.

Lal implicated Kamruddin to allegedly help main accused Sidharth Jain. Jain was driving a motorcycle and Kamruddin was riding pillion when the vehicle hit complainant Ashok Bhola in north Delhi’s Rohini in 1998.

The court has now issued summons to Jain and fixed July 11 as the next date of hearing, said Kamruddin’s lawyer Jaideep Malik.

“Kamruddin was arrested earlier this year and spent two days in judicial custody,” said Malik.

The court, in an order delivered last month, acquitted Kamruddin of the charge of rash and negligent driving.

It said that an innocent man was made an accused while the main culprit was let off.

The magistrate said that from the statement of Bhola it was clear that Kamruddin was only a pillion rider and Jain was the driver of that vehicle.

“The testimony of Bhola read in its entirety clearly persuades this court that accused Kamruddin had no role or complicity in the accident in question which at this stage, prima facie, appears to have been caused by the negligent driving of Sidharth Jain,” said the court.

The court ruled that if the IO was allowed to let go that would become a wrong precedent and would inspire others to misuse the legal process to frame innocents.

The magistrate also sent a copy of the order copy to the policeman’s superiors.

Vendor sued for selling unlicensed Microsoft Windows

The Delhi High Court, on a plea by Microsoft Corporation, has restrained the sale of branded computers with pirated software by a Mumbai computer vendor.

Justice Manmohan Singh, granting permanent injunction last month on the suit, ordered the vendor selling branded computers loaded with pirated operating system and other application software from Microsoft, to pay a penalty of Rs.2 lakh as damages.

The court’s order came on a petition filed by the company seeking its direction to restrain a vendor, @Gizahertz, in Mumbai from selling computers loaded with unlicensed versions of software such as Windows 7, Windows Vista and MS Office.

Microsoft had claimed infringement of its copyrights and other intellectual property rights by the vendor who was selling branded computers with the company’s software without taking authorisation.

Microsoft said in the petition that in July 2010, “it came to know that the defendant (the vendor) was infringing plaintiffs’ (company’s) copyrights and other intellectual property rights by loading the hard disk of the plaintiffs’ software programmes on to branded computers which are sold by them to their customers, without taking any authorisation from the plaintiffs to do so.”

Paes Bhupathi may play together in London Olympics 2012

The AITA selection committee’s decision at its meeting here Friday to pair Paes and Bhupathi brought into open once again the differences between the two top notch doubles players and letting of much bad blood in the media.

Reacting to Bhupathi’s reported comments that he would make every effort so that he plays alongside his preferred and current partner Rohan Bopanna, the AITA chief, speaking to the media persons after the AITA elections here Saturday, said the decision would stand and that the federation will not “buckle under” pressure.

“All this talk about groupism and preferences is a concoction by the media and perhaps the players too. To repeat what I said Friday, the selectors went by merit. The AITA will not buckle under pressure,” he said.

“He (Bhupathi) should be a bit more mature and take the decision in right spirit. Maybe he had committed to Bopanna, but the nation comes before all commitments. I am sure good sense will prevail,” said Khanna.

He declined to comment on possible course of action should both Bhupathi and Bopanna decide not to partner Paes at the Olympics. “Only time will tell,” said Khanna.

The AITA president also rejected the theory that India could have fielded two doubles teams as suggested by Bhupathi and said such a move would have amounted to fielding a “filler” combination.

“A second team would have been a filler and Paes being the highest ranked player among the three, it would have been pointless to have him partner a fourth or fifth or sixth ranked Indian player.”

“Our selectors considered all these matters and felt that Paes and Bhupathi were the best possible combination that can win a medal for us. I feel sorry for Rohan,” Khanna said.

Director Anurag Kashyap buys his First Car

Director of upcoming Film Gangs of  Wasseypur  Anurag Kashyap did buy a car for himself for the first time.

“So got my first vehicle that I bought myself, a Mahindra XUV, super and 100 percent Indian. Proud,” Kashyap tweeted.

The filmmaker, who is known for making critically acclaimed movies like “Dev D”, “Gulaal” and “Udaan”, reveals it took him nearly two decades to buy his own vehicle.

“It has taken 20 years to be able to buy my first vehicle, had to be an Indian brand,” he posted.

Meanwhile, Kashyap is looking forward to the release of his new film “Gangs of Wasseypur”, which is about the coal and scrap trade mafia in Wasseypur in Jharkhand. The film releases June 22.

It features an ensemble cast including Jaideep Ahlawat, Manoj Bajpai, Nawazuddin Siddiqui and Richa Chadda.

“Gangs of Wasseypur” was screened at the 2012 Directors’ Fortnight, an independently-curated, non-competitive event at the 65th Cannes International Film Festival.

Goa CM Manohar Parikar trying hard to play Nayak in real Life

Manohar ParrikarGoa CM Manohar Parikar is trying hard to replicate the role of Anil Kapoor of movie Nayak in his real life.

On Friday, during an interaction with reporters at his residence, he was asked why the landline telephone of the Panaji police station was not working.

The chief minister took out his cellphone and asked the journalist to punch out the police station’s phone number. As the call went through, Parrikar waited till someone picked up the phone. “This is Parrikar speaking. Just hold the line,” Parrikar said, passing the mobile to the embarrassed journalist.

Parrikar’s ‘quick fix’ solutions may hark back to a scene in “Nayak”, where actor Anil Kapoor, playing a state’s chief minister for a day, uses his telephone to monitor and suspend corrupt officials.

But after nearly 100 days in power, technocrat Parrikar appears to be the only thing standing between himself and his Bharatiya Janata Party (BJP)-led coalition government.

“It is like the case of the blind man and the elephant, but with a difference. You touch this government’s tail, there’s Parrikar. You touch the head, there’s Parrikar. You touch the stomach and you find Parrikar there too. Barring him, the government and other ministers are virtually non-existent,” a senior Bharatiya Janata Party (BJP) leader, who did not want to be named, commented to IANS.

Eleven other ministers of Parrikar’s 12-member cabinet, including two from the Maharashtrawadi Gomantak Party (MGP) and one Independent, are virtually absent from the media’s radar, making Parrikar the only visible target for bouquets and brickbats over the achievements and failures of the new Goa government.

Asked if he regretted setting deadlines for achieving governance objectives, Parrikar said: “I set targets because it helps me to work towards goals.”

During the run-up to the March assembly elections, the Indian Institute of Technology (IIT) alumni promised a string of time-bound goals — some populist, some necessary — like a bridge in six years, a Lokayukta in 100 days, clearance of garbage from roads in 100 days and reduction of petrol prices by Rs.11 within days of coming to power.

“Several goals have been achieved, like the petrol price reduction. The establishment of the Lokayukta is already in the process and it’ll happen soon. We have fulfilled the commitment. But I must tell you that the Lokayukta alone cannot solve the problem of corruption,” Parrikar said.

The code of conduct enforced by the state election commission and the chief election commissioner ahead of the panchayat and an assembly by-poll and after the assembly polls had robbed the government of actual delivery time, Parrikar said.

When asked as to why his quest for zero tolerance to corruption had succeeded in netting only small fry like contractors, clerks and engineers, several of whom have been booked on graft charges, Parrikar responded with a trademark analogy.

“If you have angled using a line and hook, you will realise that the bait only catches small fish. Only once you get the small fish, that you can lure the big ones,” he said.

Musharraf warned India of Nuclear Strike in 2001

Pakistani General Parvez Musharraf who always claims of restoring the bonhomie between the two nations was behind a possible threat of Nulear Strike on India.

The warning has been described in the latest volume of former British communications director Alastair Campbells’ diaries, The Burden of Power, it said. Campbell was told about the eight-second threat over a dinner in Islamabad Oct 5, 2001, hosted by Musharraf.

British Paper The Guardian reported about this incident quoting that Pakistan could launch a nuclear strike on India within eight seconds, an army general boasted in 2001 in Islamabad.

In his diaries, Alistair Campbell writes: “At dinner I was between two five-star generals who spent most of the time listing atrocities for which they held the Indians responsible, killing their own people and trying to blame ‘freedom fighters’.

“They were pretty convinced that one day there would be a nuclear war because India, despite its vast population and despite being seven times bigger, was unstable and determined to take them out.”

“When the time came to leave, the livelier of the two generals asked me to remind the Indians that ‘it takes us eight seconds to get the missiles over’, then flashed a huge toothy grin,” he added.

Akshay to play lead in upcoming Bollywood movie Oh My God

Bollywood actor Akshay Kumar will be seen in “Oh My God”, a movie based on Gujarati play “Kanji Viruddh Kanji”. TV celebrity Sachin Parikh, who played the lead originally, feels Akshay will do full justice to the role.

“I have seen Akshay right from his first movie. The way he has taken his graph as an actor is amazing. Be it comedy, satire or action, Akshay does them all so convincingly,” Sachin told IANS

“I admire him as an actor. The character which I portrayed will be shown in a different angle and manner. It will be performed differently, so I am sure Akshay would do wonders,” he added.

The play “Kanji Virudhh Kanji” was remade in Hindi too. Its Hindi version, featuring Paresh Rawal in the lead, is called “Krishna vs Kanhaiya”.

Sachin, who has performed the original Gujarati play more than 100 times, says he would love to be a part of “Oh My God”, to be directed by Umesh Shukla.

“I always wanted to be part of the film. I have been 100 times with ‘Kanji Virudhh Kanji’ and I was really happy to play that role. But television and theatre are both different.

“I didn’t get any good role or opportunity to play. But I would love to be a part of this film,” he added.

Sachin can currently be seen in TV shows like “Na Bole Tum Na Maine Kuch Kaha” on Colors and Sony’s “Kuch Toh Log Kahenge”.
