India to introduce online FIR filing by next year

Posted: 21 Mar 2012 09:05 AM PDT

New Delhi:  There would soon be no need to go to apolice station to file a first information report (FIR) with online registration available by the end of the year or early next year, Home Minister P. Chidambaram said Wednesday.

Chidambaram said in the Rajya Sabha that people had to face problems while lodging FIRs. But it would very soon be possible to register it through online facilities after the server and network was established.

Replying to a question on police reforms, Chidambaram told the house that the central government was against the selection of a director general of police (DGP) of a state by the Union Public Service Commission as directed by the Supreme Court in 2006.

The selection, he said, should be left to the states from among three-four senior officers. The central and state governments were on the same page on the issue.

The central government, he said, was also against giving a two-year fixed tenure to a DGP irrespective of retirement age as cadre management would become very difficult, he said.

States, too, had expressed difficulty in following the direction, said Chidambaram.

The Supreme Court had also directed the constitution of a State Security Commission, separating investigating police from law and order police, setting up of a Police Establishment Board at the state level to decide transfers, postings and promotions of officers, and having Police Complaints Authorities at state and district levels to go into complaints against police officers.

US VISA Renewal made easy

Posted: 21 Mar 2012 04:56 AM PDT

US Consulate  has started a new initiative in India  which exempts interviews for some categories of Indians applicants who are applying for US visas, part of a larger plan to boost business and tourism between the countries.

“The US is committed to providing an efficient and transparent visa application process. We want to encourage more Indians to visit the US,” US Assistant Secretary of State for Consular Affairs Janice L. Jacobs told reporters here.

She unveiled a new programme under which Indian applicants who are renewing full-validity visas, if the visa is still valid or expired within 48 hours, will be exempt from personal interviews by a US consular officer. The categories of Indian applicants who qualify for the interview waiver under the new scheme includes business/tourism, transit and crew members.

It is expected to benefit hundreds of thousands of Indians, she said.

“We look forward to strengthening cultural and commercial bonds between India and the US,” stressed Jacobs.

Jacobs underlined that the new scheme was part of a slew of steps initiated by the state department to meet the burgeoning needs for visas in India. In 2011, more than 670,000 non-immigrant visas were processed, marking an increase of more than 11 percent over the previous year. The US has also scaled up consular staffing by 60 percent in the last six years and have invested over $100 million in expanding consular facilities.

Jacobs is currently visiting India to hold a consular dialogue with senior Indian officials. Jacobs said the discussions will cover a wide spectrum of issues, including aligning visa policies of the two countries, issues relating to the protection of citizens abroad and children’s issues.

Amid apprehensions in India about the US tightening norms for employment visas, Jacobs also clarified that the US has issued 67,105 H1B visas, a record of sorts.

Over 100,000 Indians study in the US, the second largest number of overseas students studying in various American universities.

Indian women protest Dowry using Online Games

Posted: 21 Mar 2012 04:45 AM PDT

Leading  Matrimony website Shaadi.com launched an anti-dowry Angry Brides  some two weeks ago. Since its launch it has become immensely popular among Indian girls with almost 10000 of them playing it everyday. The game, named similar to the popular game Angry Birds, allows players to thrash three dowry-seeking grooms with a whole arsenal of weapons such as slippers, stiletto heels, rolling pins or even pressure cookers and potted plants.
It was launched on ibibo.com on Women’s Day, March 8.

It also has a loyal following of 110,000 monthly players on the popular social networking site Facebook.

The grooms, portrayed as an engineer, a doctor and a pilot, come with a dowry tag varying from Rs.15 to Rs.40 lakh. The players hit the groom with their weapon of choice. Each hit puts some money in the anti-dowry fund. The objective is to fill the fund before time runs out.

The tag line of the game says – “A woman will give you strength, care and all the love you need … NOT dowry!”

Sangeeta Chauhan, a gamer on ibibo.com, said: “While women in India have come a long way, there still exist some age old taboos which hinder their status in society. Angry Brides is a fun game which reminds us that together we can stand-up against this inhuman practice.”

According to the National Crime Records Bureau, 8,391 cases of dowry deaths were recorded during 2010.

Management student Anupama says the game is funny, but the issue it touches is not.

“Dowry is a sad reality in the lives of many Indian girls even in the 21st century. Although this game is fun and easy, it also reminds us of the fact that this malpractice still exists and we need to work against it,” she said.

Manjula sharma, a newly-wed banker, finds portrayal of the grooms as hilarious.

“Indeed, nowadays, many families think that a doctor or an engineer is like a blank cheque waiting to be encashed at the time of marriage and the girl’s family will pay anything to get an educated groom,” she said.

“Gone are the days when the girl’s family meekly paid up high dowries if the groom was educated and had a high social status. Now we don’t need to pay to get married to a person with high status when we can get that status ourselves,” she added.

VikramshilaThe Archaeological Survey of India (ASI) plans to take up conservation work of the ruins of Vikramshila University in Bihar and excavate nearby areas in April.

ASI Patna circle’s Superintending Archaeologist Sanjay K. Manjul said that conservation work of the remains of the ancient university would begin next month.

“ASI has decided to take up excavation over 116 acres of land not excavated earlier,” he said.

He said all this would help the Bihar government’s move to develop Vikramshila’s ruins as a tourist destination like Nalanda, situated around 90 km from the state capital.

The ASI has roped in the National Culture Fund (NCF) and the National Thermal Power Corporation (NTPC) to conserve its excavated ruins with an initial investment of Rs.2 crore.

“The conservation of 208 shells or reading room-like structures adjoining the main stupa and a major portion of the excavated structure will be taken up,” another official said.

Vikramshila University was set up by the Pala dynasty (750-1174 A.D) king Dharmapala in the late 8th or early 9th century.

The site is located near Antichak village in Bhagalpur district. It was among the most important centres of Buddhist learning in ancient India.

But the remains of Vikramshila University have been neglected for years.

Mahindra Satyam finally merges with Tech Mahindra

Posted: 21 Mar 2012 01:45 AM PDT

The long-awaited merger of Mahindra Satyam and its parent company Tech Mahindra Ltd was announced here Wednesday after a joint board meeting of the two companies, an official said.

The merger will result in combined revenues of around $2.4 billion and more than 350 clients across different geographical and industrial sectors.

The move comes after a long and tumultuous journey for Satyam following an accounting scam admitted by its former chairman and founder Ramalinga Raju in January 2009.

The merger will lead to a new management structure to guide the combine.

The merger was proposed after the Anand Mahindra-owned Tech Mahindra bought over the Hyderabad-based Satyam Computer Service Ltd in 2009 in a government auction and renamed it Mahindra Satyam.

Mahindra Satyam shareholders will get one share of Tech Mahindra for 8.5 shares of Satyam, the companies said.

As per the terms decided for amalgamation, 204,000,000 shares of Mahindra Satyam will be transferred to a trust, in which Tech Mahindra will be the beneficiary.

The swap ratio of 2:17 for the merger was inline with market expectations, however the ratio was bit favourable to Tech Mahindra.
The merger had been put on hold in view of ongoing probes into the Satyam fraud by various investigating agencies.

Amarnath Yatra 2012 preparations started

Posted: 21 Mar 2012 12:03 AM PDT

World Renowned Amarnath Yatra 2012 is due to start on June 25 and preparations are bing made for a safe and smooth yatra for over 5 Lakhs pilgrims.
Tourism Minister  of Jammu Nawang Rigzin Jora has recommended construction of impregnable gates at Chatwari and Domel for effective regulation of pilgrims’ movement, proper registration, upgradation of the Rangamore-Baltal-Domel road, improvement and up-gradation of the Baltal track to the holy cave and widening of the Chandarwari route.

The cave shrine is situated at the height of 3,888 meters above sea level and has two routes leading to it, one from Pahalgam, about 100 km from here, and another from Baltal, 110 kms from Srinagar.

The minister has also ordered establishment of transit camps along National Highway from Lakhanpur (gateway to Jammu and Kashmir) to Sonamarg and Pahalgam (two base camps of the two routes).

The department also decided to set up Shelter Units at various locations along the yatra routes, up-gradation of Medical Facilities, strengthening of Water Supply System at base camps and halting places enroute.

As the pilgrimage routes pass through high mountains and glaciers, involving a steep climb, most of the track despite clearance of snow is slippery and full of slush, making it difficult for the pilgrims to survive the tortuous terrain.

An ice lingam or a naturally made stalagmite of snow considered as an icon of Lord Shiva, Hindu god of construction and destruction, is the main attraction of the cave shrine.

More than 630,000 pilgrims had visited the shrine last year, breaking all the previous records. The myth goes that Lord Shiva had narrated the tale of immortality to his consort Parvati at the cave, thus it is known as “Amarnath” meaning immortality.

Growingly large number of pilgrims have been losing their lives during the annual Shri Amarnathji pilgrimage, particularly due to cardiac related ailments.

It was noted that in 2009 around 45 people died during the pilgrimage, in 2010 it was 68 and in 2011 107 people lost their lives.

Hence, the Shri Amarnath Shrine Board, that looks after the conduct of pilgrimage has underlined physical fitness of the pilgrims, and also laying more focus on healthcare provisions. Jora said: “There will be complete synergy between Shri Amarnath Shrine Board and Tourism department for preparations and conduct of the pilgrimage.”
