Posted: 22 Aug 2012 04:30 PM PDT

Kerala made a magnanimous gesture Wednesday by deciding to give a free Onam kit to an estimated one million migrants currently working in the state.

“I made this proposal at the weekly cabinet meeting here Wednesday. It was cleared instantly,” said Labour Minister Shibu Baby John.

In the recent years, successive state governments handed out a free Onam kit to below poverty line (BPL) category card holders who are Keralites.

“The inauguration will be done by Chief Minister Oommen Chandy on the Aug 25 at Kochi. The kits will be handed over to migrant labourers in their homes. The kit would be the same as that given to BPL category card holders,” added John.

The kit will contain two kg rice, one kg sugar, a tea packet and red chillies. One kit is expected to cost Rs.150.

Migrant labourers mostly from West Bengal, Bihar and northeast states are employed in the construction sector in Kerala, besides doing odd jobs.

German Chancellor Angela Merkel is ranked the most powerful in the world for the second year in a row in the annual list dominated by politicians, businesswomen and media figures.

US Secretary of State Hillary Clinton is placed second, followed by Brazilian President Dilma Rousseff, making the top three spots unchanged from that of last year.

Besides Sonia Gandhi, the list released Wednesday features three other Indians.

Kudankulam Nuclear Plant to kick out operations by October

Posted: 22 Aug 2012 12:40 PM PDT

The first unit of the Kudankulam Nuclear Power Project (KNPP) is scheduled to be operational by October 2012 and the 500 MW prototype fast breeder reactor in September 2014, parliament was told Wednesday.

In a written reply in the Lok Sabha, Minister of State in the Ministry of Personnel, Public Grievances and Pensions and in the Prime Minister’s Office V. Narayanasamy said: “The first unit of this project is now scheduled to be operational by October 2012 and the second unit is closely following.”

The two 1,000 MW units of KNPP were initially scheduled to be completed in December 2008.

“The project was initially delayed due to non-sequential receipt of equipment from the Russian Federation and subsequently due to local protests impeding the work during September 2011 to March 19, 2012. The government has taken steps to allay the legitimate apprehensions of the local people. Work has resumed round-the-clock since March 20, 2012,” he said.

He said the Kudankulam project is being set up in technical cooperation with the Russian Federation.

Referring to the prototype fast breeder reactor, Narayanasamy said the project has been rescheduled to September 2014.

A breeder reactor is one that breeds more material for a nuclear fission reaction than it consumes.

There has not been any rise in cancer cases, birth defects or any other ailments among employees working in nuclear power plants or among people living in close proximity to such plants, the government said Wednesday.

Minister of State in the Prime Minister’s Office V. Narayanasamy made the assertion in the Lok Sabha, in a statement laid on the table of the house in response to a question.

He said medical examination of workers at each of the six nuclear power plants is carried out each year “in accordance with regulatory requirement prescribed by the Atomic Energy Regulatory Board (AERB)”.

The scientific data of these examinations – conducted during 1995 to 2010 – was analysed by the Nuclear Power Corporation of India Ltd (NPCIL). It established that “the cancer prevalence among the employees is lower, at 54.05 per lakh, compared to national prevalence of 98.05 per lakh”, the statement said.

In response to another question, the minister stated that radiation levels around nuclear power plants “are negligibly higher than those arising out of natural background radiation”.

NRI Doctor not fit for doing Post Mortems

Posted: 22 Aug 2012 11:25 AM PDT

An Indian-origin pathologist, who conducted the first post-mortem examinations on a man who died in the 2009 G20 protests in London, is not fit to practice, a British tribunal has ruled.

Freddy Patel wrongly said Ian Tomlinson died from heart problems, BBC reported.

The Medical Practitioners Tribunal Service said his work was “deficient” and the service will now decide upon sanctions.

Policeman Simon Harwood, who had pushed Tomlinson to the ground but was cleared of manslaughter, now faces police disciplinary proceedings.

Patel’s conclusion that Tomlinson died of a cardiac arrest was questioned when a recording emerged showing him being pushed and struck with a baton by the policeman.

Further medical reports suggested he had actually died from an injury to his liver that caused internal bleeding and then cardiac arrest.

The tribunal said Patel had “brought the profession into disrepute”, that his integrity could not be relied upon and that he had breached one of the “fundamental tenets of the profession” through his dishonesty.

Tomlinson’s widow Julia said Patel’s “incompetence” had given the family “an uphill battle for justice from the start”.

“He (Patel) misled everyone saying that Ian had died of a heart attack when, in fact, he had died of internal bleeding.”

“It’s good that people can see some of the things we have been up against… I would like to know why with all the good pathologists there are he was selected to do the first post-mortem,” she said.

The tribunal said Patel, who is currently suspended, did not change his view despite the findings from other pathologists and had displayed a closed mindset.

Last year, Patel was given a four-month ban for dishonesty and omitting key findings after examining the body of a murder victim who he said had died from natural causes.

He has also served a three-month suspension for failings in other cases and is no longer on the official register of approved forensic pathologists.
