| Tata Motors to supply trucks to Malaysian Army Posted: 23 Apr 2012 07:06 PM PDT Vehicles major Tata Motors announced Monday that it has signed a cooperation agreement with a Malaysian firm to develop, promote and market the Indian company’s high mobility military trucks for the Malaysian armed forces. “Tata Motors and DRB-HICOM Defence Technologies Sdn Bhd (Deftech), a wholly-owned subsidiary of DRB-HICOM Berhad, Malaysia, have signed a cooperation agreement to enable both Deftech and Tata Motors to develop, promote and market Tata Motors high mobility 4×4 trucks with payloads ranging from 2.5 tonnes to 5.0 tonnes for the armed forces of Malaysia,” a Tata release said here. In the initial stage, DEFTECH will be working on two of Tata Motors proven models — LPTA 715 and LPTA 1623. “These vehicles are suitable in various configurations including troop carriers, command post, ambulance, reconnaissance missions, as an armoured carrier communication shelter and others,” the release said. Tata Motors has been associated with the country’s off-road defence and security forces since 1958 and has supplied over one lakh vehicles to the Indian military and paramilitary forces so far. The company offers its products and services that not only meet the needs of the domestic market, but are also positioned to meet most stringent requirements across the world. Tata Motors exports its range of specialised defence vehicles to the South Asian, South East Asian and African regions. Tata Motors also has multi-axle range such as 12×12, 8×8 and 6×6 trucks that it has started supplying to leading missile original equipment manufacturers across the world, the firm said. The company is also a supplier of specialist vehicles for UN peacekeeping missions. |
| Railways to take over East-West Metro project Posted: 23 Apr 2012 06:00 PM PDT Railway Minister Mukul Roy Monday said that Indian Railways will soon take over the East-West Metro in Kolkata which proposes to connect North 24 Parganas district with Howrah district. “We hope to take over the East-West Metro project. We have also sent an inter-ministerial note to the cabinet in this regard,” said Roy while addressing media persons here. The union urban development ministry has a 25 percent stake in the project followed by the state government’s 30 percent stake in the Rs.5,165 crore project. Roy said that Train Protection and Warning System, (TPWS) a safety device which is being installed in the Metro railway will be installed as a pilot project in other railways too. Roy also stated that the pilot project of anti collision device (ACD) has not yielded desired results in the Konkan Railways and North Eastern Frontier Railway. “The pilot project of ACD has not yielded desired results in North Eastern Frontier Railway and the Konkan Railway. | Pakistan Navy inducts 1st Fast Attack Naval Ship Posted: 23 Apr 2012 04:51 PM PDT The Pakistani Navy Monday inducted its first fast attack missile boat – PNS Azmat – in a bid to boost its advanced warfare capability and prowess. Speaking at the commissioning ceremony at China’s Xingang shipyard in Tianjin, the Pakistani Navy chief, Admiral Muhammad Asif Sandila, said the force was fully prepared to counter any challenges to the country’s sovereignty or threats to the security of its waters, Online news agency reported. PNS Azmat is equipped with state-of-the-art weaponry and sensors. This ship is meant to strengthen the Pakistan Navy’s fleet with advance naval warfare capability and prowess. Work on the construction of two such crafts began in June 2010. The construction of the second craft will be completed in Pakistan by the end of 2012. On its way to Pakistan, the ship will stop over in Hong Kong, Vietnam, Malaysia, Indonesia and Sri Lanka. |
| Fresh 2G Spectrum to cost More to Network Operators Posted: 23 Apr 2012 03:48 PM PDT The Telecom Regulatory Authority of India (TRAI) on Monday recommended to the government a much higher base price for the 2G spectrum auction that will be open to all players. TRAI recommended the reserve price for the 1800 MHz spectrum at Rs.3,622 crore and that for 900 MHz at Rs.7,244 crore. For 700 MHz, it set the price at Rs.14,000 crore. This translates into a reserve price of over Rs.18,100 crore for a block of 5 Mhz in 1800 Mhz band and also the minimum pan-India spectrum price at Rs.3,622.18 crore. It said the auction method will be the simultaneous multiple round auction (SMRA) format used during the 3G auctions in 2010. Communications Minister Kapil Sibal meanwhile said the empowered group of ministers (EGoM) will meet to decide on the auction. The new reserve prices for spectrum varies from circle to circle, with Delhi and Mumbai having the highest reserve prices for the 1,800 Mhz band at Rs.717.26 crore and Rs.702.14 crore respectively. Telecom operators and sector analysts said the recommendation if accepted would raise costs for the players and eventually make mobile telephony more expensive for the subscribers. Uninor said some of these recommendations would create “severe negative impact” on the industry. “It is up to the political leadership of India now to ensure that the gains of the past few years of affordable phone calls for India’s people are not undone.” “It will hamper the ability to connect the unconnected and goes against the objectives of National Telecom Policy of ensuring improved rural tele-density and right to broadband,” said Vodafone. The Cellular Operators Association of India (COAI) and the Association of Unified Telecom Service Providers of India (AUSPI) in a joint statement expressed shock at the recommendations and termed them as being arbitrary, regressive and inconsistent. The regulator said though the auction would be open to all the players, including the incumbents and the new players, those firms which are holding spectrum beyond the prescribed cap should not be allowed. A majority of operators in their responses to the consultation paper issued earlier during the year by the regulator had suggested the reserve price for 1800 MHz to be fixed for Rs.1,658 crore – the price charged for a pan-India 2G licence in 2008. The regulator has been formulating a new spectrum policy in the wake of the Feb 2 Supreme Court order cancelling 122 telecom licences issued in 2008. The apex court had asked the affected firms to shut shop in four months. At the same time, the court had asked the government to re-distribute these licences to firms through an auction in the due time. TRAI said that all spectrum to be assigned through the auction process in future shall be liberalised which means spectrum in any band can be used for deploying any services in any technology. Since the application for renewal of licenses must be made at least 30 months in advance of the expiry of licenses, the regulator recommended that the 900MHz spectrum be auctioned at least 18 months in advance so as to enable the winning bidders to be ready with the deployment plans. The auction of 900MHz spectrum may be carried out in the first half of the year 2013 while that of 700 MHz band may be carried out at a later date, preferably in 2014. The spectrum which is to be vacated in 800 MHz band following the cabcellation of licences is 60 MHZ, while in 1800 MHz band it will be around 413 MHz. |
| Abhishek Manu Singhvi quits from Party and Parliamentary Posts Posted: 23 Apr 2012 02:44 PM PDT A day before parliament reconvenes for the budget session, Congress MP Abhishek Manu Singhvi quit Monday as party spokesperson and as head of the parliamentary panel on law and justice in the wake of a controversial CD allegedly featuring him. Singhvi announced his decision to resign from the posts in a statement issued Monday evening, in which he said he had quit to prevent “even the slightest possible parliamentary disruption”. Quick to cash in on the controversy, the Bharatiya Janata Party (BJP) said Singhvi should explain in parliament why he had quit as chairman of the parliamentary committee, which is looking into the Lokpal bill, among others. “It is a serious matter and the party has not given any statement on the issue. As he has resigned from the post of chairman of the parliamentary standing committee, we hope he will make a statement on why has he resigned,” BJP leader Arun Jaitley said. BJP spokesperson Prakash Javadekar said the matter “is nothing less that a casting couch” and Singhvi should explain. The Congress MP said in the statement that “canards and baseless allegations” were being spread about an alleged inappropriate conversation in the CD that took the social media by storm following a high court directive that it should not be published or telecast by the mainstream media. He, accordingly, informed Congress chief Sonia Gandhi about his decision “not to brief the press” and his resignation as chairperson of the parliamentary standing committee on law, justice and personnel. “I have done this only to prevent even the slightest possible parliamentary disruption regarding the purported CD being circulated about me. Since I am a disciplined party soldier, I did not think it fit to subject the party to any inconvenience on this account. All allegations are patently baseless and false.” Singhvi, an eminent lawyer, accused sections of print and visual media of spreading falsehoods about contents of the CD by repetition and hearsay that there is reference in the CD to the promise of any post and said there was no reference to any illegality, corrupt practice, or wrongdoing. “People inimically opposed to me, who have assiduously spent over 10 days hearing, seeing, amplifying and distilling the CD have found no vestige of any reference, not even remotely, to any illegality, corrupt practice, or wrongdoing. “No one has heard any such reference in the CD. There is none simply because it does not exist. It is pure imagination, wishful thinking and sensationalism,” Singhvi said. He said the CD raises no public interest issues but has evoked salacious private and prurient interest and demanded that privacy issues be respected. “It is lamentable that such canards are being spread about a CD which has, in fact, been accepted thrice over to be fabricated and morphed,” he added. The Congress leader said a reputed media house, which was co-defendant in the suit also recorded a consent statement based on the statement of the author of the CD and a final permanent decree of injunction has been passed over five days ago. Congress media cell chief Janardhan Dwivedi said that it did not matter whether the party had sought Singhvi’s resignation or he had quit on his own, but he had taken the correct step. Party spokesperson Rashid Alvi, meanwhile, said Singhvi had resigned on “moral grounds” despite a court injunction against the releasing the contents of the CD. Alvi also attacked BJP over its MLAs and Ministers in Gujarat and Karnataka having allegedly watched a porn video inside the respective assemblies, saying the opposition party should not give lessons on morality. Maharashtra Pradesh Congress Committee cultural cell vice chief Guru S. Nair, however, called for Singhvi’s resignation as MP too. Meanwhile, Delhi Bar Council member and former president of the Delhi Bar Association Rajiv Khosla said the CD row involving Singhvi has harmed the dignity of the legal profession. “The Delhi lawyers are, therefore, interested to to the truth as to why an advocate’s driver stooped too low to make this dirty CD,” he added. Singhvi said in his statement, that the canard was spread to give the issue a public interest flavour “since otherwise the contents of the CD, assuming them to be true (which they certainly are not), would disclose only something private and consensual giving a cause of action only to aggrieved family members (who have stood completely by me) and to no one else.” Stressing that privacy issues should be respected, he said: “Either the CD is morphed or it is not. In either event it raises no public interest issue, yet evokes salacious private and prurient interest and contumacious internet violation of a flagrant kind. As a political or a professional class, instead of gleefully watching, promoting or participating in a person’s natural and understandable discomfiture, we must respect privacy issues.” In October 2010, Singhvi had been temporarily removed from his post of spokesperson for his decision to appear in a lottery case in the Kerala High Court. | Chhattisgarh halts Operation Green Hunt till Menon’s release Posted: 23 Apr 2012 06:19 AM PDT The Chhattisgarh government has virtually called a halt to its anti-Maoist offensive till Sukma District Collector Alex Paul Menon is released from captivity, official sources said Monday. “The whole focus is now to secure the safe and early release of Alex Paul Menon. The anti-Maoist operation issue can follow later on,” a senior official at the police headquarters here told IANS. The Maoists have demanded freeze on Operation Green Hunt against them and the release of eight of their jailed colleagues in exchange for Menon, whom they took hostage Saturday. Menon, 32, a 2006 batch Indian Administrative Service (IAS) officer, was kidnapped at gunpoint from a forested location, some 500 km south from here, when he was interacting with tribals. The Maoists killed his two guards when they resisted his abduction. “The state government is considering the Maoists’ demands very sympathetically but it will take a final call on the matter taking the central government and the state’s political parties into total confidence,” sources in the home department said. The state government has also formed a five-member team headed by Chief Minister Raman Singh to look into Maoists’ demands. The team includes Public Works Department Minister Brijmohan Agrawal, Water Resources Minister Ramvichar Netam, Home Minister Nankiram Kanwar and Tribal Welfare Minister Kedar Kashyap. Maoists late Sunday said in a message taped anonymously that Chhattisgarh’s Bharatiya Janata Party (BJP) regime must free their colleagues – Marakam Gopannam, Nirmal Akka, Devpal Chandra Shekher Reddy, Shanti Priya Reddy, Meena Chowdhary, Korasa Sunny, Markan Sunny and Asit Kumar Sen – by April 25 in exchange for the kidnapped district collector. |

The comment comes after reports of a rift within team Anna as the 74-year-old announced his alliance with Ramdev for a nationwide campaign where the two will be leading individual movements for a strong Lokpal and against black money respectively. “I have told you before that we (me and Ramdev) are not touring together, but we are fighting for the same purpose of getting black money and the Lokpal and Lokayukta bills. We shall stand together and share the same stage wherever needed,” Hazare told reporters at the Delhi airport before heading back to his village Ralegan Siddhi in Maharashtra. “After the Maharashtra trip, when we go together, it is possible that we share the stage,” the septuagenarian added. Hazare will start his countrywide tour by the end of June. Hazare was here for the core committee meeting in suburban Noida Sunday. A major rift emerged at the meeting with member Mufti Shamoon Qasmi being asked to stay away from the proceedings after he was reportedly found recording discussions on his mobile phone and transmitting it outside. |
| Depositing Fees makes you ineligible for IITJEE -Delhi Court Posted: 23 Apr 2012 04:40 AM PDT You cannot re-apply for IIT JEE once you have been confirmed a seat in any of the IITs, ruled Delhi High Court on a petition filed by an IIT aspirant Prateek Rohilla. In 2011, Rohilla after qualifying in the IIT-JEE under the Scheduled Castes category got admission in engineering design (automotive engineering), a five-year M-Tech dual degree course at IIT-Madras. By making an online payment, Rohilla deposited Rs.20,000 towards non-refundable registration fees and confirmed the admission but did not turn up at IIT-Madras to attend classes. Later, Rohilla applied again for the 2012 IIT entrance test under the general category. On this, IIT-Delhi, organising the test, informed him March 17 that his application for IIT-JEE-2012 stood cancelled as he was ineligible. Justice Hima Kohli has upheld the decision of IIT authorities that students who leave a course after confirming their admission would not be allowed to appear in the next joint entrance examination (JEE). Rohilla moved the court against the IIT decision after it informed him that he cannot reappear for IIT-JEE 2012 exam as last year he withdrew his admission after paying the registration fee. The letter written by IIT-Delhi to Rohilla said: “You have attempted JEE-2011 successfully and had got an admission offer, which was accepted by you by depositing the admission fee and, therefore, you are ineligible to write IIT-JEE-2012.” The court said that such attempts by candidates, who once qualified in IIT-JEE and later sought to withdraw from the seat allocated to them, resulted in immense financial strain on the institute. “In this attempt, the institute would have to keep a seat vacant not just in the first year but right through the course that may extend up to five years as in the present case,” Justice Kohli said in an order passed last week. “Apart from this, the course is extremely prestigious and every seat is precious and cannot be permitted to be wasted in such a manner,” the court said refusing to accept Rohilla’s petition. As per clause 3.5 of the information brochure of IIT-JEE-2012, which lays down the eligibility criterion for appearing in IIT-JEE-2012: “Candidates who have taken admission (irrespective of whether or not they continued in any of the programmes) or accepted the admission by paying the registration fee at any of the IITs, IT-BHU (Institute of Technology-Banaras Hindu University) Varanasi or ISM (Indian School of Mines) Dhanbad are not eligible to appear in IIT-JEE-2012.” |

The three month training would begin from April one, Microsoft Director (Education Affairs) Irina Ghosh said today. “It will be started on a pilot basis,” Ghosh said. The five schools would be connected through video conferencing and students and teachers would be given computer training, Ghosh said addressing a function on the occasion of Bihar Centenary Celerations. Upto 2008 around seven lakh teachers were trained in IT under the Microsoft’s Project Education. |

Dr Tessy Thomas, is an expert on all solid propellants systems, has a B. Tech from Thrissur Engineering College, Calicut. She started her career in the DRDO under Dr APJ Abdul Kalam’s leadership and guidance.She also has an M.Tech in Guided Missile from the Institute of Armament Technology, Pune (now known as the Defence Institute of Advanced Technology). She was born in 1964 to a a small-businessman father and a homemaker mother at Alappuzha in Kerala. . She grew up near a rocket launching station and says her fascination with rockets and missiles began then. She was named after Mother Teresa, the late Nobel laureate who worked with the poor in Calcutta. Her husband is Saroj Kumar, now a commodore in the Indian Navy and they have a son, Tejas. an engineering student who shares his name with India’s indigenously developed light combat aircraft, also made by the DRDO. In a glowing tribute in 2008, The Indian Woman Scientists Association did not forget to mention that “like most women she also does a tight-rope walk between home and career, between being a mother and a scientist who is dedicated to her job. “We feel Tessy Thomas serves as a role model and an inspiration for women scientists to achieve their dreams and have their feet planted in both worlds successfully,” the group said. Tessy was associate project director of the 3,000 km range Agni-III missile project. She was the project director for Agni IV which was successfully tested in 2011. Tessy was appointed as the Project Director for 5,000 km range Agni-V in 2009 and is based at the Advanced Systems Laboratory in Hyderabad. The missile was successfully tested on 19 April 2012. In January 2012, Prime Minister Manmohan Singh told the Indian Science Congress that Ms Thomas is an example of a “woman making her mark in a traditionally male bastion and decisively breaking the glass ceiling“. In 2011, three women scientists won the Shanti Swarup Bhatnagar award, India’s top science prize, compared to 11 from 1958-2010 and one was for Ms Thomas. . “We are all proud of our country. Agni-V is one of our greatest achievements,” she says. |
