Amitabh Bachchan to be Special Guest at Bihar

amitabhBihar Government has invited Amitabh Bachchan for Bihar Diwas centenary celebration this year in March. “Amitabh Bachchan will be one of the special guests,” said Yaswant Prashar, a member of cultural committee for Bihar Diwas.
It marks the day when Bihar was carved out from Bengal Presidency March 22, 1912.

He said Bollywood personalities like Shatrughan Sinha, Prakash Jha, Udit Narayan, Shekhar Suman, Manoj Bajpayee and Neetu Chandra have also been invited.

The government has also invited the presidents of Mauritius, Suriname and Fiji.

Bihar to transmit Power using Smart Card Grid

Bihar is planning for power transmission through smart card grid to regulate supply to the consumers and prevent theft of the commodity.

Electricity transmission through the smart card grid should be considered by the Central Electricity Regulatory Commission (CERC) and other stake holders so as to regulate consumption of the commodity and prevent its theft, Bihar State Electricity Regulatory Commission Chairman U.N. Panjiar recently said at the three-day 28th meeting of the Forum of Regulators (FOR) at Bodh Gaya.

The electricity supply through smart card grid should be given due consideration as the mechanism is bound to improve utilization of the commodity and prevent its pilferage and theft under the present transmission system, Panjiar said.

He also rued the fact that Bihar has been receiving inadequate electricity from its central quota so much so that the state was able to meet only 40 percent demand for consumption of the commodity.

The state government was working hard to meet domestic demand for electricity by purchasing it from power producers and distributors, but the gap between demand and supply continued to be a problem, the BERC Chairman said.

Solar cell in BiharBihar would soon follow a very decentralized approach to solve the Energy crisis. This means the use of Renewable Energy for Power Issues. Recently Greenpeace India has advised Bihar Government to adopt this approach. In a 38-page report titled Empowering Bihar: Policy pathway for energy access, prepared by experts from Bangalore-based Indian Institute of Science and Indian Institute of Technology Kharagpur, Greenpeace stressed to utilise solar energy.

Bihar has been facing acute shortage of power. The report said that as against the demand of 1,500MW in the state, only around 950MW is available. Thus, the annual per capita consumption of power across the state is only 95 units against the national average of 717 units.

Considering the constraints of coal linkage and scarcity of natural resources, the state is struggling to augment power generation through conventional sources of energy, including thermal power plants.

According to the report, decentralised energy systems offer opportunities to transform the state’s rural areas significantly by enhancing the overall socio–economic capacities. The state has several natural and strategic advantages such as solar potential, which could be the main source of energy for the state in the coming years.

“Being an agriculturally-dominant state it has the potential to produce abundant agricultural residue that could be used for energy generation. Along with this, it also has potential for developing small scale hydro power and wind power in the northern parts of the state,” the report said.

Ramapati Kumar, campaign manager, Greenpeace India, said that the organisation has been campaigning on decentralised renewable energy in Bihar since 2010, and believes that DRE can revolutionise the energy situation of the state.

“What is needed is a robust policy that would enable an environment to kick start the process,” Kumar said.Bihar Deputy Chief Minister Sushil Kumar [ Images ] Modi too supported the organisation’s recommendations.

Modi agreed that there is less potential for wind power in Bihar, but the state has strong and clear sunsine for 8 to 9 months a year, making it ideal for the production of solar energy.

Modi said that some renowned companies including Moser Baer [ Get Quote ] had approached the government to set up renewable energy plants in the state.

Dr Anjula Gurtoo, lead author of the report said, “The report recommends integrated energy planning and institutional changes in the immediate short term while demanding adequate governance structures and policy changes in the long term. The suggestions in the report are aligned with the state’s need to increase its investment capacity, generate developmental benefits and minimise environmental damage.”

His style of work is often praised by his critics also. Simplicity, Tough Measures, Zero tolerance against Corrupt is what makes him distinct. It is he who is credited for bringing Bihar back on the maps of India. Here we present his few initiatives which put him ahead of most leaders and Chief Ministers in India.

Nitish started by issuing a public declaration of his own modest property and demanded that all his cabinet colleagues do the same. He brushed aside murmurs of protest and recently extended the diktat further to encompass nearly half a million civil servants and police. Now both citizens and tax officials can easily keep an eye on who is getting richer.

To promote transparency, all complaints of bribery will soon be uploaded to YouTube, making for a palpable shaming effect. The government is also offering whistle-blowers a cash reward of nearly $10,000 if any such tip-offs result in conviction of a corrupt official.

Last year Nitish upped the ante by enacting a law that empowers the Bihar government to confiscate any ill-gotten property, pending trial, and turn it into a school or health clinic. If the accused wins the case, the property is returned (plus interest). “The basic objective … is to instill a sense of fear in the minds of corrupt public servants,” wrote Kumar on his blog. “When they see that their property earned through corrupt practices is ultimately seized by the government, they will realise the futility of amassing wealth.”

Already about 20 officials, including a former state police chief, have been caught in the dragnet. Three have seen their property confiscated, sending a powerful deterrent message to potential bribe-takers around the state.

With another law, the Right to Public Services Act, he imposed deadlines on some 50 government services and established financial penalties for failing to meet them, effectively ending the practice of intentionally delaying delivery and then demanding a bribe to perform.

 And finally, like several other Indian states that have acted faster than the central government, Kumar passed his own ombudsman law.
