57 New Fire Stations in Bihar soon

PATNA: With summer at hand, when there is a spurt in cases of breakout of fire, the state government has geared up to deal with any eventuality. It is beefing up the infrastructure for fire-fighting operations.

“With the onset of summer, the chances of fire breakouts increase. Therefore, the government is expanding the network of fire stations,” Ramesh Chandra, state fire officer, told TOI.

Apart from 46 existing fire stations, the government is setting up a total of 57 fire stations in different sub-divisions across the state. “The setting up of new fire stations has almost been completed, and they would become functional within a month from now,” Chandra added.

Initially, these fire stations will operate from the premises of police stations, SDO offices or other convenient government buildings, while construction of their buildings are underway.

“Earlier, fire breakouts in rural areas would cause extensive damage as fire tenders from district headquarters would take a long time to reach the spot of the incident. But now that fire tenders will be available in sub-divisions, fire tenders would be quick in reaching the spot,” said an official.

The state fire department will also get a new fleet of fire tenders within a month to effectively carry out fire-fighting operations. Funds have already been allotted for purchasing 114 fire tenders and other modern equipment, said officials. The process of purchasing fire tenders has begun in right earnest and the department would get them by the end of May, they said.

Senior officials said new vehicles would help firemen deliver effective services to people. “There are a total of 236 fire tenders in the state. After the 114 new ones are delivered, their number will rise to 350.”

Till date, 57 sub-divisions in the state do not have a fire station. Soon, each sub-division will have a fire station, two fire tenders, 15 to 16 firemen and all sundry equipment, officials said.

For effectively operating the system, the government will also recruit a total of 950 firemen “Sanction has been given for the recruitment and it will be done in due course,” Ramesh Chandrasaid. In the meantime, the state government will deploy home guard personnel for the purpose. “Initially, we are providing training to a total of 750 home guard personnel, who will look after fire-fighting operations till the process of recruitment is completed,” Chandra added.

Bihar sets up special court for power theft cases

PATNA: At least 682 cases pertaining to supply and theft of power have been transferred to special courts, created at Patna, Gaya and Muzaffarpur for conducting speedy trial of such offences.

Kamaldeo Singh helms the Patna court which has so far disposed of nine cases. Bihar State Electricity Board received Rs 7.05 lakh in these cases, said board’s director (PR) H R Pandey. WhileRajkishore Singh has been made the judge at Gaya special court, the special Court at Muzaffarpur is likely to become functional soon.

Govt launched program to provide abortion care to Women

PATNA: The state government on Saturday launched ‘Yukti’, a scheme to provide comprehensive abortion care services to women across the state.

The scheme has been launched in association with Ipas, a global non-profit organization which works to increase women’s ability to exercise their sexual and reproductive rights, especially the right to safe abortion. Ipas would provide technical assistance to the state government in implementing the scheme which would be available to women free of cost.

Inaugurating the scheme, health minister Ashwini Kumar Choubey said the scheme is a significant step in the direction of improving women’s health. It would help reduce maternal mortality rate in the state, which at 312 is more than the national average of 254 per lakh. Around 100 private clinics would be empanelled every year to provide free abortion services to the women. Health workers such as Asha personnel and ANMs would be imparted training to generate awareness about safe abortion services.

Choubey expressed concern over dwindling sex ratio in the state. According to 2011 census, the male: female ratio in the state is 1000:916, which was 1000:921 in 2001, he said and added population control measures also need to be adopted as the state’s total fertility rate is 3.9%, higher than 2.6% nationally.

Health secretary Sanjay Kumar said abortion is legal in India since 1971. However, safe and legal abortion services are not easily available. Five lakh abortions take place every year in Bihar, most of which are unsafe and performed in unhygienic condition by untrained professionals. The ’Yukti’initiative would make safe abortion services available at government hospitals and private health sites, he said.

Kumar said the scheme is open to private sector health sites, willing to work together with the state government. These health sites would provide free abortion services up to 12 weeks’ gestation period and treat abortion complications. The state government would reimburse the cost of drugs as well as other recurring costs.

Ipas country director Vinoj Manning said around 80% of abortions are unsafe and illegal. The ‘Yukti’ scheme would help women exercise their right to safe abortions.
A toll free number (1800 102 84 64) was also launched on the occasion. Details regarding the service can be gathered by making a call to this number. State minister for social welfare Parveen Amanullah, who was the chief guest on the occasion, launched the service by dialling the number. Three private clinics in Bhojpur district were given accreditation to provide the abortion services, to begin with.

Integrated Checkpost along Indo-Nepal border

MOTIHARI: Minister for external affairs S M Krishna on Friday laid the stone of an integrated checkpost and a road project at Alou in Nepal’s Birganj, near Indo-Nepal border.

Speaking on the occasion, Krishna said the ties between the two neighbouring countries are set to strengthen further in days to come. He also assured adequate assistance to Nepal in the fields of education, health and road.

The integrated checkpost at Birganj, the second largest commercial city of Nepal adjacent to Raxaul in Bihar’s East Champaran district, is to be constructed at a cost of Rs 124 crore under India-Nepal economic cooperation. It would be completed within 14 months.

The function was presided over by Nepal’s physical planning and works minister Topbahadur Ray Manjhi. He thanked the government of India for its support to Nepal for its development.

India has launched a Tarai Road Project under which 19 roads, measuring 605km, would be constructed in Nepal. Krishna laid the stone of 52-km-long Birganj-Thori road which is to be constructed at a cost of Rs 76 crore.

Home minister P Chidambram had on April 24 last year laid the stone of another integrated checkpost at Raxaul. Its construction work is going on in full swing.

Second phase of panchayat polls underway in Bihar

Patna, Apr 24 (PTI) The second phase of panchayat polls is being held today in Bihar at 12,559 polling stations under tight security even as there were reports of stray incidents of poll-related violence and electoral malpractices, official sources said.The voting at polling station number 75 in Viman panchayat of Ariyari block in Bihar’s Sheikhpura district was cancelled by the district administration amid complaint from the people alleging shortage of ballot papers, sources said.The angry locals threw stones on two government vehicles injuring a Sub-Divisonal Officer (SDO) Manjoor Ali even as other senior officials had to face the fury of the agitators, they said.A report from Nawada district said that four persons were arrested from different places in Akbarpur block on the charges of indulging in electoral malpractices by distributing money among the voters.The Superintendent of Police (SP) Manoj Kumar Raj said that Zila Parishad chairperson Nitu Kumari was arrested with a cash of Rs 36,500 from Kula Panchayat and a vehicle without number plate in her cavalcade was seized.She was trying to influence the voters by giving them money, he said, adding that three other people were arrested along with a cash of Rs 4000 by Sub-divisional Police Officer (SDPO) Ravish Kumar.A report from Sheohar district said that about 50-60 supporters of a candidate stormed into polling station number 95 and 96 in Shankarpur Binhi village in Shankarpur Binhi panchayat under Parahi block and tried to capture the twin booths by firing in the air, police sources said.The District Magistrate Jai Mangal Singh and Superintendent of Police (SP) PK Sinha have rushed to the spot to bring the situation under control, the sources said, adding raids were being carried out to arrest the miscreants.As many as 94,776 candidates are in fray for 27,905 panchayat posts under 57 blocks spread over 37 districts, the sources said, adding a total number of 5.28 lakh voters will exercise their franchise to elect representatives in the second phase of the polling.
