CIMP prepares a model to ensure development of villages

PATNA: The Chandragupt Institute of Management Patna (CIMP) has developed a new model for ensuring overall development of rural Bihar using information technology tools. It is also planning to set up rural knowledge centres (RKC) in different parts of the state for the benefit of the rural people. 

The model developed by CIMP faculty member Kalyan Prasad Agrawal highlights how WiMAX technologies can be harnessed with solar powered, fully loaded informational cyber-kiosks coupled with cloud technology in rural setup with extended economic opportunity, improved nutrition and healthcare, healthy environments, education and other components of a rewarding and sustainable livelihood of the poor.

The model also proposes a feasible architecture for implementation of cyber-kiosks in rural areas using latest computing technologies on WiMAX platform with cloud skeleton. It also proposes the development of RKC equipped with different e-service delivery points serving multiple users simultaneously, a highly demanded shared resource computing architecture for rural area fit for a wide array of applications in education, communication, agriculture services, e-Governance, entertainment, community/religion along with professional services.

The model will be first implemented at Daharhar Jamunia village in urnia district in July this year. The CIMP has adopted this village and is committed to transform it as a model e-village. The BSNL has been working to lay optical fibre cables to provide high speed Internet connectivity to villages.

As per the planning, it would be extended to 20 more villages in second hase and about 100 more villages would be connected thereafter. The hardware setup is almost ready and further cost cutting options are also being evaluated. A team led by CIMP director V Mukunda Das has already visited the village and studied about the feasibility and sustainability of the project.

Agrawal has been invited to present the details of this model at the Inernational Conference on Computer and Business Management (ICCBM) being organized by the International Association of Computer Science and Information Technology (IACSIT) at Bangkok in July.

The model envisages that several youth clubs would be developed in villages having members within the age group of 18 to 35 years. The educated members may be trained about the benefits of Information and Communication Technology (ICT) and they may act as the bridge between the digital divide and digital unite . They may conduct different street plays at the villages to create IT awareness among the villagers.

The RKC would also help the government in computerizing its bureaucracy and facilitate the people in filling out forms, applying for licenses and birth certificates, filing petitions and grievances, printing land records, and so on. Wide connectivity would facilitate implementation of various schemes launched by the state and Central governments for farmers and rural development like crop insurance, employment opportunities for women and youth in rural areas and procedures for securing bank loan.

Railways to introduce Economy AC-3 in more trains

PATNA: The Railway Board has started working out details of its plan to introduce a new class of AC travel — the Economy AC-3 — in long-distance trains to cater to the needs of the common people. It was announced earlier by railway minister Mamata Banerjee.

According to sources, the idea behind launching AC economy class coaches is to make AC travel affordable for the common people at moderate fare in mail and express trains. While former railway minister Lalu Prasad had introduced the Garib Rath, fully air-conditioned coaches, to fulfill the needs of the common people at the most subsidized fare, Banerjee seems to be inclined to introduce AC economy class keeping in mind the interest of the common people, sources said and added the new class is likely to be unique in design and structure.

According to a Board official, this new class coaches have been introduced in the non-stop superfast Duronto trains. The railways intends to introduce these coaches in other mail and express trains as well, he said.

A Board official admitted that a journey in this class will be a bit cheaper than an AC-3 normal ticket. The railways is likely to increase coach capacity from 64 to 72 berths in the AC-3 economy class. The Integral Coach Factory (ICF), Chennai, is manufacturing the new economy coaches to cater to the needs of people, he said.

These coaches will be similar in dimension and size compared to normal AC-3 coaches .However, unlike Garib Rath berths, the economy class berths will be more comfortable for passengers. Besides, these new coaches will have the German LHB design and model, sources said.

That apart, the proposed economy class coaches will have more riding comforts for passengers. Hopefully, it could be introduced in July or August this year in a select mail and express trains on trial basis, sources said.

All Bihar blocks to have a stadium

PATNA: In a bid to promote sporting talent in Bihar, state sports ministry has come up with a project to construct one stadium each in all 534 blocks of the state.

In the first phase, as many as 180 stadiums would be built in the state by the end of this year. Land has already been acquired for the purpose and initial earth levelling work is under progress.

“Before this project, none of the stadiums were under our sports ministry,” said Sukhda Pandey, minister of sports, adding “all the existing stadiums have been constructed by the district administrations. It will be the first time when stadiums would be under the sports ministry.”

The department has planned to construct stadiums of three different sizes. District headquarter will have stadiums with a circumference of 400 metres, and will be constructed at a cost of Rs 45.24 lakh each. Stadiums at sub-divisional headquarters would have a circumference of 300 metres which would be constructed at an outlay of Rs 42.28 lakh each. The blocks will have stadiums of 200 meter circumference, to be built at a cost of 33.21 lakh each.

To provide better sports facilities in the state capital, the department is also carrying out renovation of the Moin-ul-Haq stadium, which has a seating capacity of 84,000 people.

Besides, the department is also developing Kankarbagh athletic stadium in the city. It will have outdoor and indoor stadium, accommodation for coaches, sports hostel for 200 students and swimming facilities.

“At present, sufficient sports infrastructure is not available in the state. Construction of stadiums could be the key to spread sports culture among the masses in Bihar and also nurture the genuine sporting talents,” said Pandey
