Bihar to have new Science centres and planetaria

Patna, Apr 13 (PTI) The Bihar government has decided to set up Bihar Science Centre here on the lines of the Science City in Kolkata, and two planetaria at Gaya and Darbhanga, Chief Minister Nitish Kumar said today.The state government would also set up science centres at Nalanda and Bhagalpur in 2011-12 to promote scientific education among the youths, Kumar said.The government would release Rs 50 crore for each of the two new planetaria which would be set up on five acre of land, Kumar said at a meeting of the state-level e-governance management council here.Besides, the planetarium here would be modernised as a centre of tourism, he said adding places like Taregana and Kagaul would be developed as an astro-tourism hub.During the meeting, Kumar directed all government departments to prepare an Information Technology roadmap as well as computerisation of their internal function following the state government’s agenda to adopt e-governance.Government departments should computerise their internal functioning so as to provide services to the people in a timeframe, Kumar said adding the e-governance system should also be utilised for updating land records.The land revenue department would prepare a project in this direction, Principal Secretary (Information and IT) Arun Kumar Singh said.Singh said the chief minister told them to use smart cards by the secretariat employees to register their attendance.

Bihar Origin people meet Governer

New Delhi, April 15 (IANS) A delegation of the Global Association for Persons of Indian Origin (GOPIO) India chapter met Bihar Governor Devanand Konwar Friday to further boost ties with the large number of PIOs tracing their roots to the state.

A GOPIO statement said that the 10-member delegation had met the governor at Bihar Nivas here.

A large number of PIOs, most of them descendants of indentured labourers, have traced their roots to Bihar, it said.

The governor has reportedly offered to help the PIOs to trace their roots and connect with Bihar as well as engage them in contributing to the state's economic growth.

A conference of PIO journalists will be held in Patna in 2012, prior to the Pravasi Bharatiya Divas, added the statement.

Shame that all 682 candidates withdraw nomination in Dumaria block

Gaya, Apr 13 (PTI) All 682 candidates for various posts in the ensuing panchayat polls in nine panchayats under Dumaria block in Bihar’s Gaya district today withdrew their nomination apparently giving in to the naxalites call for poll boycott, official sources said today.The candidates have withdrawn their nomination on their own free will, Dumaria’s Block Development Officer (BDO) Anil Kumar said.He, however, could not explain the reason behind withdrawal of all candidates from the forthcoming panchayat polls in the panchayats under Dumaria block.The candidates, who withdrew their candidature, included 218 for the post of panchs, 248 for ward members, 133 for panchayat committees and 83 for mukhias.While all 682 candidates in fray for various posts in nine panchayats have withdrawn their candidature, no candidate had filed nomination for any post in two panchayats – Sahchar and Mangia – under Dumaria block.It may be mentioned that the proscribed naxal outfit, the CPI(Maoists), has given a boycott call of the panchayat polls and has put up banners and posters at several places to remind the people and prospective candidates about its diktats.In the past, the CPI(Maoists) ultras had assaulted the candidates and their kins for their participation in the panchayat polls.Incidently, Dumaria block falls under Imamganj assembly seat being represetned by the Speaker Uday Narayan Choudhary.

Bihar IAS officers on deputation will have to declare assets

Patna, Apr 14 (PTI) Bihar Government has made it mandatory for all IAS Officers of the state cadre on deputation to Centre to submit the details of their assets on the lines of those serving in the state by the end of April 2011. “It has been made mandatory for all the IAS officers of the Bihar cadre on deputation to the Union Government to furnish the asset declaration forms to the government by the end of this month,” General Administration Department (GAD) sources said. About 20 of the total 42 IAS officers serving at the Centre did not comply with the GAD’s directive despite repeated reminders, sources said. The last date of filing the asset returns by all bureaucrats and employees was February 28. The government has also issued a warning that those ignoring the order will not get their salaries for this month. “We’ll act tough if they do not comply by the end of this month,” they said, adding a reminder to all officers on central deputation to submit their asset forms at the earliest would be sent latest by this week. The NDA Government has earned a lot of praise by going ahead with its promise to put the asset declaration of bureaucrats on the web. Chief Minister Nitish Kumar, Deputy Chief Minister S K Modi, besides their 28 other cabinet colleagues have already declared their assets which are now available on the government websites. More than 4.5 lakh government employees from Grade I to Grade III too have already declared their assets.

Bihar to be among top five literate states by 2021 says CM

Bihar Chief Minister Nitish Kumar today said he would ensure that Bihar figured in the list of top five states in the field of literacy in 2021.

“I am satisfied with the progress in the literacy rate of the state. But I’ll take effective steps to ensure that the state figures in the list of five top states in the field of literacy in 2011,” Kumar told a function on the occasion of the Ambedkar Jayanti here.

Referring to the Mahdalit Commission set up by his government in 20O7 for the uplift of the extremely backwards among the dalits, Kumar said he was happy to note that the Centre had given due recognition to the Commission.

Stating that uplift of poor is the main parameter of development, Kumar said his government would constitute a Human Development Mission.

“We shall further strengthen the Mahadalit Upliftment Centres and Talimi Markaj Centres for imparting skills for unemployed minority youths,” he said.

The state government would give money to the dalits to purchase radios and urged private firms to organise fairs for ensuring sale of radios at an appropriate price.

He said the state government had also laid thrust on prohibition and would observe ‘Prohibition Day’ on November 26 every year.

Patna cops successful in nabbing Bengal girl rapists

PATNA: Four days after a lovelorn Asansol girl had to undergo the ignominy of gang rape by an auto driver and his five associates, Patna police on Saturday nabbed four of her tormentors.

The teenaged girl, a resident of Gurudwara Road at Burnpur, Asansol, was found lying unconscious on the Patna-Masaurhi road on April 13. Patna SSP Alok Kumar said the girl eloped with one Ravi Kumar and the duo reached Patna by a train around 9pm on April 12. While on the way to Kadamkuan in an auto, the couple had a tiff following which Ravi got down and disappeared.

Finding the girl alone, auto driver Ravindra Yadav took her to Agamkuan from where they boarded another three-wheeler along with Yadav’s five associates. At a desolate place on the Patna-Masaurhi road, they raped the girl and left her abandoned after she became unconscious.

The SSP said a police team led by City SP Shivdeep Lande and probationer ASP Harpreet Kaur launched a manhunt and tracked Ravindra, Santosh Kumar, Deena Nath Sao and Madhu Kumar. They have been arrested while efforts are on to hunt out their two associates. Police are also on the lookout for the girl’s friend, Ravi.

The girl’s father, who works in a factory at Burnpur, is currently in New Delhi in connection with the treatment of a relative. Since he is not in a position to travel to Patna immediately to take back his daughter, the girl has been kept in a remand home,” a police official said.

Damaged Transformers to be replaced within 24 hours

Patna, Apr 14 (PTI) Bihar Chief Minister Nitish Kumar today directed the energy department to ensure replacement of damaged transformers in rural areas within 72 hours and those in urban areas within 24 hours.The energy department should purchase transformers in such numbers that this time-frame could be maintained, he said after inaugurating 132/33 KV power sub-stations at Ekangarsarai and Nalanda.The state government would provide Rs 100 crore to the energy department for purchase of transformers in adequate numbers, the chief minister said.Kumar also directed the energy department to work out plans to strengthen transmission system and replace damaged wires in a time frame.The Chief Minister expressed hope that the state would be self-reliant in power sector by 2014 and said that NDA government has set up power plants with a generation capacity of about 3000 MW since it came to power in 2005.Claiming that several power projects with an investment of Rs one lakh crore were in pipeline, he charged the Centre with not providing coal linkages of the proposed power projects.”Whenever we demand coal linkages for the power projects, the Centre talks about giving coal blocks for the same,” he said.

Roads of Bihar better than in many European nations, says delegate

Patna, April 13 (IANS) A delegation of European Union (EU) MPs met Bihar Chief Minister Nitish Kumar Wednesday and offered to help in the state's development. The lawmakers said the roads in the state were better than in many European countries, an official said.
'The delegation of EU parliamentarians have shown keen interest on helping Bihar improve the quality of life, particularly of farmers, women and children in the rural areas,' an official in the chief minister's office said.
'The delegation also praised smooth roads in Bihar. They told Nitish Kumar that roads were smooth and the condition of roads was far better than the roads in some European countries,' the official said.
The delegation was led by Graham Watson. The MPs Tuesday visited rural areas in Vaishali district and interacted with the villagers.
