What will happen on First Day of Global Bihar Summit 2012 ?

global bihar summitGlobal Bihar Summit, the largest ever gathering of intellectuals in Bihar with the aim of Forging Partnership for Bihar Development is due to commence today . While the official inauguration is scheduled at 3 PM, the summit would start at 8 AM in morning.

It would consist of Registration and Pre-Event Sessions till 1 PM. There would be 3 parallel pre-event sessions at Hotel Maurya, Patna before official inauguration at S. K. Memorial Hall.

Pre-Event Sessions 

Sahitya Samvad
It would be an Interactive session wherein some well known authors poets and litterateurs from Bihar would exchange their ideas and experience. It would be moderated by Prof. Arun Kamal of Patna University

NGO Forum

It would be coordinated by Mr. Sujata Prasad Director, Institute of Government Accounts and Finance,   and would discuss the increasing  role of NGOs in the growth of Bihar. Figureheads and Representatives of about 25 NGOs would participate in this session

Presentation on Bihar Development

This Session would consists of view exchange and experts on Bihar Development. Several NRI doctors, entrepreneurs and Businessmen would attend this session.  It would be chaired by Prof. N. K. Chaudhary of Patna University.

Inauguration

The Inauguration of the Summit would take place at 1500 hours by Nepal Prime Minister Dr.  Baburam Bhattarai. Bihar CM Nitish Kumar , Dy. CM Sushil Modi, RBI Governor D. Subbarao, Planning Commission Vice-Chairman Dr. Montek Singh Ahluwalia and several other dignitaries would be present there.

Plenary Sessions

The Post- Inaugural session would commence at 4:30 PM with the theme of  strategies for mainstreaming less-developed regions in the inclusive growth process (with special reference to Bihar). It would be chaired by Mr. N . K. Singh, former Member Planning Commission and would  feature Prof. Lord Nicholas Stern  from London School of Economics and Political Science, United Kingdom,  RBI Governor D. Subbarao  and Dr. Montek Singh Ahluwalia, Deputy Chairman , Planning Commission as the speakers.

A small cultural program would also be organized which would showcase rich cultural heritage of Bihar.

 

Bihar will digitize all its Public Distribution Stores

Bihar Government has finally decided to computerize its Public Distribution System Stores in wake of the corrupt practices in it. Majority of dealers who intend to sell a major chunk of public items in the black market.
A pilot project would be launched at Patna and Nalanda (why Nalanda everytime??) and on the successful completion it would be expanded to all other districts of the state.

On a similar lines the godowns of Food Corporation of India and State Food Corporation would also be computerized.

Benefits
Government can track online the supply and purchase of items via PDS
Beneficiaries can get the latest information about the Food Supply in their Areas.
Any instance of black marketing can be easily discovered

The Government also plans to digitize the BPL cards and ration cards. A similar pilot project will be started soon in Patna and Nalanda districts and expected to be completed in six months. Each beneficiary in the state will be provided biometric cards which will be linked with Aadhar. The job of digitization and biometric will be given to the National Informatics Centre (NIC). Beltron has been directed to supply computer to 534 blocks and data entry operators would be soon appointed for this.

BPL Cards to be digitized in next 3 months

Bihar Government has planned to digitize the database of all its BPL Card holders. This step is another leaf to IT Enabled Governance and Bihar is leading ahead the whole country. This is a part of major IT reform in the state which will take place in next 6 months.

State Food and Civil Supply department will computerize the database of about 1.36 crore BPL/Antodaya cardholders over the next three months, Food and Civil Supply minister Shyam Rajak said. The details like number of family members, their age and gender and other related information of each ration card holders would ill be included in the database, Rajak told reporters here. The pilot projects with regard to digitisation of all BPL/Antodaya card holders would be launched from Patna and Nalanda districts soon, he said. The state government undertaking Beltron will provide computers at all 534 blocks and data entry operators would be recruited for the purpose of maintaining records, Rajak said. To ensure transparency in the supply chain management, godowns of FCI and SFC would also be computerized with details of stock in each godown while PDS retailers will be intimated through SMSs about quantity of grains being sent to them, the Food and Civil Supply minister said. The ration card holders and members of the PDS monitoring committees too will be intimated by SMSs about the quantity of foodgrains being transported for distribution. It has also been proposed to install CCTV at the main godowns of the SFC to monitor lifting of foodgrains for PDS retailers, Rajak said.
