Cowdung thrown on Professor for Anti-Hindu Remarks

Prof Pattabirama Somayaji  a professor, known for his left ideology-leanings and a critic of Hindu outfits, was today subjected to a cowdung attack by some unidentified persons in Mangalore.

Some unidentified persons splashed cow dung mixed with water on the head and body of Prof Pattabirama Somayaji of the Mangalore University College while he was coming out of a food stall in Pump Well area, police said. The immediate provocation for the attack was not known. However, a case has been registered, police said.

The incident comes close on the heels of the assault on a Professor of Jadavpur University, allegedly by Trinamool Congress activists, who objected to his circulating a cartoon critical of TMC leader and West Bengal Chief Minister Mamata Banerjee, trigerring public outcry.

Earlier, Mangalore had witnessed incidents of moral policing by suspected activists of right wing outfit Sri Rama Sene, triggering protests by locals.

Alex Pal Menon’s Family pleads Govt for his early release

Family of abducted Chhattisgarh’s Sukma District Collector Alex Pal Menon, a young IAS officer hailing from Tamil Nadu, tonight said he was aware of threat of possible kidnap of officials in the region but that never deterred him from responding to the call of duty.

“We heard that there were warnings about possible kidnap of senior officials in that region. He was advised not to go out without security.

He was very careful. But he had to attend to his duties,” Menon’s father-in-law Venugopal said. Venugopal, a retired LIC officer who resides here, also said his daughter Asha Alex was three months pregnant and had been handling the situation alone and appealed to the Centre to take steps for his son-in-law’s early release.

Menon’s father A. Haridhas, who is staying in Venugopal’s residence on his recent return from Chhattisgarh, also wanted the government to act speedily. “The government should take steps to release him soon. It is the duty of the government to get him released from the Maoists.

He went to Chhattisgarh to serve the country and he was doing that in Sukma,” Haridhas, a retired headmaster from a school in Valliyoor in Tiruneveli district in southern Tamil Nadu, said.

Menon did his schooling in Tirunelveli distirct and obtained his degree in engineering from a private college in Dindigul near Madurai. Venugopal said they got the news about the abduction this evening through his wife Asha Alex from Sukma

His Wife, Asha Alex, has appealed the ultras to release her husband on humanitarian grounds while expressing faith in government in ensuring his release.

“My husband is unwell and not carrying medicines. I appeal naxals to free him from their captivity on humanitarian grounds,” she told reporters here.

The Maoist insurgents abducted the 32-year-old IAS officer from Majhipara village in Keralapal area of the Naxal-infested district this afternoon after killing his two security officers.

“My husband is a good officer and has been doing his work honestly. I am still in Sukma and being updated by the government on all developments. I am confident that the state will ensure safe release of my husband,” Asha said.

She told reporters that she last spoke to Alex at around 4:45 PM and since then she has not heard of him. The incident happened when Menon, who went to the village on motorcycle was holding a meeting with the villagers as part of the government’s ‘Gram Suraj’ campaign, aimed at weaning away the locals from the path of Naxalism.

Menon is the first Collector of the newly-created Sukma district and was known to be pro-active in undertaking development work in the backward region. According to police, they have not received any communication from naxals regarding setting any conditions for the release of the IAS officer.

PM Manmohan Singh asks Civil Servants to take Bold Decisions

Asking civil servants to take bold decisions, Prime Minister Manmohan Singh Saturday said the government would not indulge in “witch hunting” against them in the name of fighting corruption and was committed to protecting the honest.

He also said they should not be affected by the “nature and colour of the political leadership”.

“..it should be our endeavour that there is no witch hunting in the name of fighting corruption,” the prime minister said while inaugurating the 7th Civil Services Day event here.

“It is our government’s commitment to put in place a system and create an environment in which our civil servants are encouraged to be decisive, and no one is harassed for bona fide mistakes of errors of judgment,” Manmohan Singh said.

“We stand committed to protecting honest and well meaning civil servants who might have made genuine errors in their work. And I sincerely hope that these intentions of our government are shared by the state governments too,” he said.

“On their part, the civil servants in our country should fight the tendency of not taking decisions because of the fear that things might go wrong and they might be penalised for that,” Singh stressed.

The prime minister’s assurance came after remarks by chief economic advisor to the finance ministry Kaushik Basu that major economic reforms in India were unlikely to happen before the next parliamentary elections.

Media reports said Basu told a Carnegie Endowment for International Peace meeting in Washington Wednesday that decision making had slowed down because of a series of corruption scandals that had spooked the bureaucracy into not taking risks.

Singh said: “We cannot have a bureaucracy which is hundred percent risk averse. In fact, we should encourage boldness in decision making, provided that the decisions are well considered and as per the law of the land,” he said.

He added for good measure that a civil servant who does not take decisions might always be safe, but at the end of the day he or she would have contributed nothing to the society and country.

“Many of our civil servants would rank among the best in the world…There is a growing perception, right or wrong, that the moral fibre of our civil servants and public servants in general, is not as strong as it used to be some decades back and that our civil servants are now more likely to succumb to extraneous pressures in their work.

“These perceptions might be exaggerated but I do think that there is a grain of truth in them,” he said.

He also cautioned them that the decisions they take “must be fair and objective in nature, based on sound evidence and deep analysis and designed to serve the best interests of our country”.

Singh said the civil servants’ “judgment and advice” should not be affected by the “nature and colour of the political leadership”.

“If this does not happen, the impartiality and fairness of the decision making processes in public administration would get compromised and the quality of our output would be sub-optimal.”

The prime minister asked the civil servants that in the times of technology, they should “keep pace” with the changing times.

Singh, who also gave excellence awards to civil servants, said they should send a message to the people that the government and bureaucrats are “determined” to make the services “more professional”.

An Alert that saved Lives of 64 Infants

Timely intervention by intensive care unit employees saved 64 young lives from choking to death at a hospital here Saturday.

A major tragedy was averted at the Guwahati Medical College and Hospitals (GMCH) when employees detected dense smoke coming out of the neo-natal intensive care unit around 1 a.m. and took immediate steps to ensure the safety of 64 babies admitted there, said GMCH principal K.C. Saikia.

“The incident took place due to electrical short-circuit in one of the air conditioners installed in the unit. The smoke immediately spread out to other areas of the hospital. However, our alert employees immediately shifted all the babies to another room,” Saikia said.

The principal said that all the babies were safe now.

“It could have been a major tragedy, had there been a little delay. The situation is now under control,” said Saikia, adding that an inquiry has been ordered to look into the matter.

Tea to become the National Drink of India

TeaIndia will declare Tea as its National Drink by April 2013. This was revealed by Planning Commission deputy chairman Montek Singh Ahluwalia  at Jorhat, Assam on Saturday.

“The drink would be accorded national drink status by April 17 next year to coincide with the 212th birth anniversary of first Assamese tea planter and Sepoy Mutiny leader Maniram Dewan,” Ahluwalia said while addressing the platinum jubilee celebrations of the Assam Tea Planters Association here.

It was Maniram Dewan who was not only the first indigenous tea planter but also involved in the national movement, he said at the the Tocklai Experimental Station.

“The other important reason is that half of the tea industry labour comprises women and is the largest employer in the organised sector,” Ahluwalia added.

The deputy chairman said he would soon take up the matter with Union commerce minister Anand Sharma.

He said India is the largest producer and consumer of black tea in the world. According to ORG-India tea consumption study, 83 per cent households in India consume tea and is the cheapest beverage in the world after water.

Ahluwalia urged tea planters and producers to emulate the path of coffee planters and go in for producing more varieties.

There are more than 20 varieties of coffee in the market but there are only two varieties of tea — CTC and Orthodox — and there was an urgent need to bring in more varieties, he said.

Ahluwalia stressed the need for brand identification of different varieties of tea which could be further popularised by the private sector.

He also announced that a tea-room of international standard ‘Chai Bar’, the first of its kind in the region, would be soon opened at the Gauhati Tea Auction Centre (GTAC).

The tea room with a world class ambiance will have a tea lounge along with a retail shop where more than 50 types of best quality tea would be on display, he added.

Ahluwalia asserted that economic growth of the North East was healthy and the region would soon witness a sea-change with proper connectivity not only between different states but also with South East Asian and East Asian nations.

Speaking on the occasion, Assam Chief Minister Tarun Gogoi said a special package for the tea industry would be announced to ensure its development.

“The tea industry is a village based industry which has played a pivotal role in the state’s economy. It is heartening to note that the young generation in the industry is doing very well,” Gogoi said.

There are many young tea planters and small tea growers in the state and “they should come forward as we are ready to help them in all possible way”.

The meeting was presided by ATPA Chairman Atma Ram Kesera. ATPA, formed in 1937, is the oldest tea association of indigenous tea planters in the country.

Indian becomes President of World Health Foundation

The World Heart Federation (WHF), a global NGO dedicated to prevention of heart diseases in low- and middle-income countries, elected its first ever Indian president, a federation statement said Saturday.

K. Srinath Reddy is currently the president of the Public Health Foundation of India (PHFI) and former head of cardiology at the All India Institute of Medical Sciences (AIIMS). He will serve a two-year term, commencing in January 2013.

As per WHF, the election took place Friday at the World Congress of Cardiology in Dubai with over 11,000 delegates from all continents.

“Efforts are needed to protect populations from acquiring heart disease and to provide timely, effective and affordable care to individuals who have developed disease,” said Reddy.

“WHF will catalyse policies at the global level and assist national efforts through capacity building and collaborative research,” he added.

Gujarat gets Prime Minister Award for Watershed Development

Gujarat has been given the Prime Minister’s Award for excellence in public administration 2010-11 here on the Civil Services Day saturday for working the integrated watershed management programme.

The award has gone to Gujarat State Watershed Management Agency (GSWMA), which implements the programme for restoring ecological balance by harnessing, conserving and developing degraded natural resources such as soil, vegetative cover and water.

GSWMA’s chief executive Ram Kumar, who received the award from Prime Minister Manmohan Singh, said that a total area of about 2.13 million hectares was covered under the IWMP in the state with an outlay of Rs.27.69 billion in three batches sanctioned in 2009-10, 2010-11 and 2011-12.

“It has been made mandatory to converge with other schemes and programmes to bridge the fund gap and remove the duplication of works,” Kumar said, adding that convergence worth Rs.2.8 billion has been taken up for the projects sanctioned in 2009-10.

According to Kumar, IWMP is the only watershed project which has incorporated livelihood activities to extend benefits to landless and assetless populations living in the project area.

Maoists abduct Alex Paul Menon, an IAS Officer in Chattishgarh

Maoists have abducted District Collector in Chattisgarh, Alex Paul Menon. His two Security Guards have been shot dead.

Alex Paul Menon was on his way back to Sukma when 15-20 Maoists stopped his vehicle and took him hostage.

Menon hails from Tamil Nadu and was state topper in Civil Services Exam in 2006. You can view his Profiles  on Facebook  and Google+

Alex had gone to attend government-function organised in an interior belt, some 500 km south of state capital Raipur, said officials at the police headquarters here.

The Maoists, who were present at the function in plain clothes, walked up to the collector around 4.45 p.m. and tried to take him with them. When Menon’s two guards tried to resist them, the rebels shot them dead, an official said.

The collector was taken to a forested area, police said.

Chhattisgarh’s Director General of Police Anil M. Navaney convened an emergency meeting here on the issue.

The state government has issued an alert in the areas adjoining Andhra Pradesh and Orissa, which share their border with Sukma district.

“The collector has been kidnapped by over a dozen Maoists. The Maoists waited for the collector for over an hour at the government function in Kerlapal area,” a police official based in the state’s troubled Bastar region told IANS.

Sukma district is part of the Bastar region and the district was carved out in January this year from Dantewada district.

The abduction came just a day after the Maoists carried out a deadly attack on a convoy of state’s ruling Bharatiya Janata Party (BJP) legislator Mahesh Gagda and Bijapur District Collector Rajat Kumar in his district, killing three people.

Chief Minister Raman Singh and Home Minister Nankiram Kanwar have appealed to the guerrillas to release the collector immediately. They described the incident as an act of “cowardice”.

The state government is facing criticism from the opposition Congress for pushing the officials since April 18 to visit the Maoist-affected areas to make rural drive ‘Gram Suraj’ successful.

The government has refused to suspend the two-phased drive that will conclude April 27.

The Bhoja Air passenger jet crashed on Friday as it tried to land in a thunderstorm at Islamabad's main airport, killing all 127 people on board. The small domestic airline, which resumed operations in March after an 11-year pause, had said the weather was the cause.

The Boeing 737, operated by local airline Bhoja Air, was flying to the capital from Pakistan's biggest city and business hub Karachi. It crashed into wheat fields more than five miles from the airport.

Bhoja Air said the airplane crashed during its approach in Islamabad due to bad weather. There was no indication from the government that it could have been the result of foul play.

At the capital's main hospital, rescue workers brought in remains of the passengers placed under white sheets soaked in blood.

As the police struggled to keep order, trying to keep the distraught calm and television cameras away, Mohammad Nasir hoped somehow that his brother's body would be intact despite the horrific force of the crash.

He approached other relatives of passengers and hospital workers. He kept asking "have you seen any whole bodies?"

The Boeing Company said in a statement on its website that it "wishes to extend its profound condolences to the families and friends" of the Bhoja Air passengers.

At Karachi airport, Asim Hashmi complained the airline's counter was shut and he had no way of obtaining information on his aunt and cousin, who were on flight B4-213.

"We don't know anything," he said. "Just pray for the souls of the departed. That is all we can do now."

According to the report, three minutes before the crash, the plane's captain had informed the control tower that the plane was getting out of his control.

The report moreover said that the fuel tank of the plane had exploded.

The plane was flying at the altitude of 2,000 metres when it had last contacted the control tower.

Minutes prior to its planned landing at the Benazir Bhutto International Airport, the plane had been descending at a speed of 500 kilometres per hour before it eventually crashed, the report revealed.

Soldiers and emergency workers at first light began the grim task of looking for bodies and body parts among the debris from the Boeing 737-200, which was spread out over a one kilometer (mile) stretch of wheat farms around five kilometers (three miles) from the Benazir Bhutto International Airport.

Nasim Ahmed, a former crash investigator, said it appeared that the age and air worthiness of the plane were unlikely causes. He said that a combination of factors during the most crucial stage of the flight, the landing, was probably to blame, possibly the weather or some form of unexpected incident that caused the pilot to lose vital awareness of the plane's location.

Speaking at the scene of the crash, Interior Minister Rehman Malik said on Saturday that Farooq Bhoja, head of Bhoja Air, had been put on the "exit control list," meaning he can't leave Pakistan. Such a ban is often put on someone suspected or implicated in a criminal case.

Bhoja Air started domestic operations in Pakistan in 1993 and eventually expanded to international flights to the United Arab Emirates in 1998. The company suspended operations in 2001 due to financial difficulties but resumed them in 2012.
