bihar’s new industrial policy to be ready by June

PATNA: The state government is set to announce the new Industrial Incentive (promotion) Policy (IIP), 2011, in June. It would be mandatory for the departments concerned to issue their matching notifications within a month after the policy is announced.

The last IIP of the state was announced in 2006, which expired on March 31 this year, but the government extended its term till December this year.

Industries department principal secretary C K Mishra, who gave a brief preview of the new IIP at a meet organized by Bihar Chamber of Commerce (BCC) on Monday, said that details of incentives to be provided to both new and old industrial units had been made simple; they had been categorized into preproduction incentives, post-production incentives, tax incentives, and other incentives.

Incentives are proposed to be given even to big investors investing up to Rs 1,000 crore. The government has proposed to create land bank for which Rs 1,500 crore had been earmarked, and the land acquisition process had already begun.

The IIP 2011 draft has been kept unambiguous, so that it leaves nothing much for interpretation. In the past, interpretation of various provisions had led to complication in the implementation of various incentives related to power and subsidy, among other things, which put off the investors.

Mishra said that CM Nitish Kumar himself held a high-level review meeting last week and gave the required directive to all the departments and agencies, including the Bihar State Electricity Board(BSEB), which was asked to define the incentives to be given to industry in the consumption of power. It had to be transparent and clear leaving no scope for interpretation at any level, Mishra said and added that he himself had held 10 separate meetings with both the business and industry circles before preparing the draft IIP 2011.

“The meetings showed that 90% problems of investors were related to power, and only 10% concerned others. The CM had asked the BSEB to put everything with utmost clarity. Whatever the BSEB formulated, we have put it in the new IIP,” Mishra said, adding that incentive and registry payments would be made online to make the system transparent. The system would become operational in “two to three months”.

Mishra said that Bihar Industrial Area Development Authority (BIADA) and Infrastructure Development Authority (IDA) would help the investors in acquiring land. The government would invite willing landholders to give details of land quoting its price to BIADA through the DM concerned. Besides, the IIP 2011 would spell out the limits of the stamp duty charged

Nitish demands extra 4k crore from center

Bihar Chief Minister Nitish Kumar today said he would demand additional grant of Rs 4,000 crore every annum in the 12th plan during the consultation meeting of Planning Commission with chief ministers of five eastern states to be held here this month end.

Kumar said he would also raise the issue of according special status to Bihar at the meeting to be held between Planning Commission and chief ministers of Jharkhand, West Bengal, Orissa, Chhatisgarh and Bihar, who would host it.

The chief minister told reporters that he would demand that the Planning Commission use funds for more and more schemes in the priority sectors like road, irrigation, flood control and energy.

Bihar would also present its views on the expectations during the 12th plan period. “If we have to ensure inclusive growth, we have to increase per capita investment and also increase the plan expenses in Bihar,” Kumar said.

The Centre should fix the 12th plan size in consultation with the state and should continue the assistance of Rs 1000 crore being received by Bihar since bifurcation of the state in 2000, he added.

 

Bihar Officers dominate at Center

NEW DELHI: Over half a dozen IAS officers of Bihar cadre (mostly 1975 batch) are holding the key positions at the Centre. Four IAS officers of 1975 batch are heading the department as secretaries. The key departments such panchayat Raj, rural development and urban development, defence production, youth affairs, directorate of finance services, head organisation for prohibition of chemical weapons, secrerary, central information commission are headed by Bihar cadre IAS officers.

As per the the latest gradation list of IAS officers of Bihar cadre issued by general administration department (GAD) there are 188 officers in the state.A N P Sinha (1974 batch) is currently holding the post of secretary in the ministry of Panchayat Raj GOI in the fixed pay scale of Rs 80,000 Sinha will retire in February next year.

Similarly Raj Kumar Singh is the secretary of the defence production, ministry of defence while Anil K Upadhayay is holding the post of youth affairsin the ministry of youth affairs and sports. Upadhayay is on the central deputation since April 2004. Navin Kumar who is on central deputation since March 2010 is heading the urban development department. B K Sinha who is also on deputation since December 2003 is heading the rural development department in GOI. All these four officers are 1975 batch.

 

IGIMS to have Kidney Transplant Center soon

PATNA: Bihar government on Sunday announced that the first kidney transplant centre of the state would be set up at the prestigious Indira Gandhi Institute of Medical Sciences (IGIMS) here.

State health minister Ashwini Kumar Choubey said a decision to this effect was taken at the meeting of the institute`s Board of Governors (BOG) held on Saturday, which was attended, among others, by leader of opposition in Bihar legislative assembly Abdul Bari Siddiqui, principal secretary, health, Amarjeet Sinha and IGIMS director Dr Arun Kumar.

The minister said the kidney transplant centre would be in conformity with the Organ Transplant Act. The government would soon create all necessary infrastructure at the IGIMS to establish the centre, he added.

He stated new rules and regulation would be drafted to run IGIMS as the existing one included some rules on the pattern of AIIMS, New Delhi while some other rules were included at the behest of the state. The new rules would be ready within two months.

The government has also decided, Choubey said, to provide free medicare facilities to people below poverty line (BPL) at IGIMS. They would be given drugs free of cost, and a generic drug shop would be opened on the institute`s premises. The minister also announced 24-hour emergency service at the IGIMS, with one senior consultant always present on duty. Now onwards, samples for different investigations would not be sent outside as the same would be performed at the institute itself, he said.

IGIMS has now got a new dean and medical superintendent with the appointment of HoD, neurosurgery, Dr Mahendra Singh, and Dr U S Rai respectively. The minister said an ad would be issued in a week to appoint a regular medical superintendent.

Choubey also said a nodal library would be established at IGIMS which would be linked with all the six medical colleges of the state. Two nursing colleges would also be opened on the institute`s premises, he said adding a building for patients` attendants would also be constructed. The government has also decided to cultivate herbal plants on the IGIMS premises, Choubey said and added yoga and acupressure system of treatment would also be introduced in the Institute.

IGIMS would also have its own hospital management department soon, for which approval had been given for creation of posts, Choubey stated. He also said that with the help of National Informatics Centre (NIC), the department of biomedical engineering of the institute would be scaled up. Besides, a modular operation theatre machine would also be purchased to upgrade anaesthesia department.

Poll staff still missing in Jamui

Bihar police and the Central Reserve Police Force have launched a massive search operation to rescue seven members of a polling party, who were abducted by Maoists over 24 hours ago in Jamui district.

Additional Director General of Police Rajwardhan Sharma told rediff.com on Monday, “The Special Task Force has launched a search operation to recover them. Till now there is no trace of them, as their cell phones are switched off.”

Maoist guerillas had on Sunday triggered a landmine, killing one person and damaging a vehicle carrying the poll officials in Jamui during the ninth phase of panchayat polls.

The officials were on their way early to conduct panchayat elections at polling station number 31 and 44 when the Maoists struck.

Maoists have reportedly demanded the release of two of the outfit’s members for the safe release of the seven abducted election officials.

PATNA: The Bihar government will soon provide a maximum of Rs 30 lakh as ‘House Construction Advance’ to its over 4 lakh employees, Deputy Chief Minister S K Modi said today.

“We have planned to provide a maximum of Rs 30 lakh as House Construction Advance (HCA) to help government employees and teachers have their own houses,” Modi said here.

Along with the new HCA scheme , the previous scheme under which government employees were given a maximum loan of Rs 7.50 lakh would run concurrently, he said.

Modi said that Government employees and teachers in the state capital or at any district headquarters could withdraw the HCA amount from any branch of the Central Bank of India within a fortnight of signing the standard form of the agreement.

“HCA will be sanctioned at base interest rate as fixed by the bank as per Reserve Bank of India guidelines,” he added.

“Under the HCA scheme, the state government will be a guarantor to ensure through drawing and disbursal officers that equal monthly installments as fixed by the bank would be regularly deducted from the employees’ salary,” Modi said.

A decision to enhance the HCA from Rs 7.50 lakh to Rs 30 lakh was taken in conformity with the recommendations of the Bihar state administrative reforms commission, Modi said, claiming the bank would not even charge processing fees for the loans given under HCA.

The HCA loan would be applicable for buying land, building houses, expansion of existing homes, buying flats or houses and repair of old houses.
