Bihar tops the nation in development expenditure in terms of GSDP

According to RBI’s study, ‘State Finances: Study of Budgets of 2010-11 the development expenditure (DE) in terms of the GSDP (gross state domestic product) was highest in Bihar
”DE-GSDP was the highest in Bihar, followed by Goa while it was the lowest in Kerala and Punjab,” the study noted.
Except for West Bengal and Punjab, the remaining 14 non-special category states, or the non-poor states, have a higher DE-GSDP ratio than Kerala’s, pegged at 8.8 percent in the 201011 fiscal.
There are 12 states with a DE-GSDP ratio of above 10 percent, seven states with a DE-GSDP ratio above 15 percent and one state, Bihar, with a DE-GSDP ratio of above 20 percent.
A bigger blot on the LDF’s performance would be its social sector expenditure. Kerala is one of the only three states to have witnessed the social sector expenditure as a ratio to the GSDP (SSE-GSDP ratio) falling in 2009-10.
In the 2010-11 Budget estimates, too, Kerala has a comparatively low SSE-GSDP ratio.
Except Haryana, all the other 15 non-special category states have a better SSE-GSDP ratio, or spend more on the welfare of the poor, than Kerala in 201011.
There are five states with SSE-GSDP ratio of over 10 per cent.
The biggest welfare spenders are Bihar (13.7 pc) and Chhattisgarh (12.7 percent). Both the CPM-ruled states, West Bengal and Kerala, have SSE-GSDP ratio below 7 percent. Kerala’s is a mere six percent. West Bengal’s is marginally better at 6.7 per cent.

Bihar Diwas Celebration to be held in Qatar

Minister for Minority Affairs and Information Technology from the Indian state of Bihar Shahid Ali Khan will attend the Bihar Diwas celebrations to be jointly hosted by expatriate forum, Indian Association for Bihar and Jharkhand (IABJ) and Bihar Foundation (Qatar chapter) at Al Ghazaal Club tomorrow.
This year, the day coincides with the centenary celebrations of the formation of Bihar after the state was separated from Bengal on March 22, 1912. "The motive to celebrate Bihar Diwas in Qatar this time is to bring all the people of  Bihar origin around the world on one platform and also to feel proud of the present Bihar and its glorious past and to join hands in the progress of the homeland," said chairman of the Bihar Foundation (Qatar chapter) Shakil Ahmed Kakvi. The organisers also released, a message by Bihar Chief Minister Nitish Kumar. "It is heartening that Biharis living away from Bihar have been able to attain success in establishing their identity across the world. It is praiseworthy that even after residing in a foreign country they have not forgotten their native place and continue to think seriously about Bihar, " Nitish Kumar said. They also released a message from the deputy chief minister of the state Sushil Kumar Modi.  The organisers will confer the "Maulana Mazharul Haque award" to the Bihar Chief Minister Nitish Kumar. The organisers will also honour -Dr Ahmed Abdul Hai, a renowned surgeon and philanthropist from Bihar. Indian ambassador to Qatar Deepa Gopalan Wadhwa will be chief guest at the function. At the meeting, the organisers will release the forum's in-house magazine Unnati  (Progress).

Bihar to Center-Give us Rs 4000 crore extra

New Delhi, May 12 (PTI) Bihar Chief Minister Nitish Kumar today demanded an additional fund of over Rs 4,000 crore to complete pending road projects in the state.

Kumar, who met Union Ministers for Rural Development and Power Vilas Rao Deshmukh and Sushil Kumar Shinde respectively, also demanded an increase in the central sector allocation of power for Bihar.

During his meeting with Deshmukh, the chief minister urged the Centre to approve the revised Core Network for Bihar and sanction money for construction of 9017.51 km roads, which are pending with the National Rural Roads Development Agency (NRRDA).

In a written communication to the Rural Development Minister, Kumar also demanded timely release of funds for roads under Pradhan Mantri Gram Sadak Yojana for the state.

BCCI against the DRS in test matches

New Delhi, May 12 (PTI) A staunch critic of the Decision Review System, the BCCI says it would oppose the ICC Cricket Committee’s recommendation for the controversial innovation’s introduction in all Test matches when the matter comes up before the governing body’s executive board next month.

The ICC Cricket Committee, after reviewing the use of the DRS in a two-day meeting in London, recommended that the system be used in all Test matches.

It also recommended that DRS should be used in ODI and Twenty20 series with each side allowed one unsuccessful review per innings.

The DRS, which has been used in Test cricket since 2009 and over the past two years has featured in 31 matches, currently allows each side two unsuccessful reviews per innings.

Cricket to be played in CommonWealth Games soon

A top Commonwealth Games official today said the sports body will attempt to convince the International Cricket Council (ICC) to include Twenty20 cricket in future Games editions.

“We need to engage the ICC to include cricket as we want to sustain the Games as one of the world’s leading multi-sport events,” Commonwealth Games Federation (CGF) sports review committee chairman Tunku Imran told AFP.

But Tunku Imran admitted that it would be an uphill task to get the ICC to agree to their request.

“If the ICC agrees, we could have the sport in the 2018 Commonwealth Games. But it is not going to be easy,” he said.

Cricket was played during the 1998 Commonwealth Games in Malaysia but was dropped in subsequent Games due to difficulties in coming to an acceptable format between the CGF and ICC.
