Bihar Legislators to get a laptop each

Bihar government would soon provide a laptop to each of the MLAs and MLCs on the pattern of Lok Sabha and Rajya Sabha MPs, Deputy Chief Minister S K Modi said today. Talking to reporters here, Modi said “We have decided to give a fixed amount to each of the MLAs and MLCs in Bihar to buy a laptop of their choice.” The facilities for buying printers, datacards and other gazzettes would also be covered by the amount to be paid to them, he said. A proposal to this effect would soon be brought before the state Cabinet for its nod, Modi said. “The use of laptops has become necessary at this stage of revolution in Information and Technology”, he said. Amartya all praise for Bihar’s progress in education sector

Nobel laureate Amartya Sen Tuesday lauded the progress made in Bihar’s elementary education in the last few years but stressed the need to do much more in this field.

Releasing a report “Elementary Education in Bihar: Progress and Challenges”, Sen said: “There are certainly many signs of change. The number of schools has jumped forward, the shortfall of teachers has come down sharply, attendance of students is definitely up and the enrolment ratio has reached the comfortable figure of 98 percent.”

According to the report, the availability of schools has now been doubled as number of schools per one lakh population has increased from 60.2 in 2005-06 to 107.3 in 2008-09.

The overall enrolment ratio in elementary education is found to be extremely high, about 98.1 percent for all children of 6-14 years. Nearly 95 percent of the students are enrolled in government schools, the backbone of the elementary schooling system in the state.

Sen pointed that yet it is also a report on how much more needs to be done.

“There are still a substantial incidences of teacher absenteeism, the number of teachers, especially of well educated teachers, is still much below anything that can be called satisfactory, the school inspection system remains severely incomplete and the participatory arrangement of Vidyalaya Shiksha Samiti (school education council) has become rather dysfunctional,” he said.

The report added that there has been an advancement in teachers’ recruitment in Bihar in recent years, bringing their strength to about 4.33 lakh. However, the total required is at least 7.28 lakh, implying a shortfall of about 40.5 percent.

The average attendance in a day is 61.6 percent of enrolment as per the school level data and 85.0 percent as per the household survey. Thus the average rate is at about 70-75 percent – an improvement over the past, but this needs to be improved further, the report said.

“There are other gaps and deficiencies to which this report draws attention, including the wide prevalence of reliance of primary school students on private tution, outside the school, a fairly strong indictment of the quality and reach of the education that the schools provide,” Sen said.

However, he said that no one expected that the long-standing problems of educational neglect in Bihar would disappear instantly. “There are some real sparks of hope there, to which we also draw attention and which deserve appreciation,” he said.

The 88-page report has been jointly prepared by Patna-based, Centre for Economic Policy and Public Finance (CEPPF), the Asian Development Research Institute (ADRI), and the Pratichi (India) Trust.

The study was conducted in five districts of Bihar – Bhojpur, Bhagalpur, Gopalganj, Madhubani and Katihar. In each district, six villages were chosen for collecting data on village characteristics, schools (primary and upper primary) and household educational practices. In all, the study is based on data in 30 villages, 31 schools and 900 households.

Among all the Indian states, it is Bihar where the literacy rate is the lowest. The 2011 census has recorded the literacy rate in Bihar to be only 63.8 percent, compared to 74.0 percent for the entire country.

Enormous Campus placements at Central University of Bihar

Central University of Bihar (CUB) is yet to have a permanent address but jobs for students are finding their way to it.

Eighteen of the 25 students of the university who enrolled in masters in development studies course at the centre of development studies in 2009 have been placed in different companies. A few other students of the first batch may also get placed in the coming days.

Mohammed Nehal, registrar, CUB, said: "It is a great leap for us. Despite not having a full-fledged placement cell, our students have been placed in a number of companies."

He added that the collective effort of the students and teachers was responsible for this success.

The employers are mostly non-government organisations and agencies that work in development projects in the social sector.

The salary packages on offer range between Rs 2.5 lakh and Rs 3.5 lakh per annum.

The students who have bagged good jobs include Amit Kumar. He has been lapped up by SkillPro, Patna. His classmate, Nupur, will also stay back in Patna. Pria, Patna, has hired her. Sard, Delhi, has hired Arvind Prakash Suraj, while Kumar Rajesh has got a job at Seva Mandir, Udaipur.

The university officials claim that the placement figure could be higher. However, many students who got job offers have opted for entrepreneurships or higher studies.

Anamika Priyadarshni, an assistant professor at the centre for development studies, said: "One of our students, Gaurav Kumar Jha, has been accepted in a MS programme at The School of African and Oriental Studies, UK. However, he wants to work in the government sector and is preparing for the civil services examination."

She added: "Another student, Mohit Kumar, who was the highest scorer in the first three semesters, is interested in research. He is looking for an appropriate institute to pursue research or higher studies."

Nehal said: "Some of the students who got jobs have also got selected for MPhil programmes. Shilpi, one of our students, has passed the entrance to an MPhil programme in international organisation at Jawaharlal Nehru University."

Lord Hanuman custodied in Bihar Police Lockup

A one of its kind event has come to limelight in Bihar. In one of the police stations in the Bhojpur district of Bihar, Lord Hanuman is residing ”behind bars” for the last 17 years.

Lord Hanuman is worshipped here with immense devotion. However, from the past 17 years, he has been caught up in a legal tangle and is languishing in Krishnagarh police station in Bhojpur district. Accompanying him is the idol of Lord Ramanuj Swami.

Since religious sentiments of the locals were attached to the temple and its idols, the Bhojpur police swung into action and recovered the idols from Gundi village in the same district.

However, the idols could not be restored to their original temple."The court had ordered the release of the two idols on furnishing the bail bonds of Rs 42 lakh. But no villager came forward to furnish the bail bond out of fear that if they (the two idols) were stolen again, he or she would have to cough up an astronomical amount of Rs 42 lakh in the court," said the manager of the temple Yugal Kishore Singh.

Time has taken a toll on the idols. One can notice the signs of neglect on them. While Hanumanji has lost his tail, Swami has broken his legs. The cops, however, claim to have recovered the two idols in the present state.

Bihar to have Hamni Bhojpuria TV channel by September

Hamni Bhojpuria Entertainment is all set to launch a Bhojpuri general entertainment channel, to tap the core Bhojpuri audience across Bihar, Uttar Pradesh, Jharkhand, Kolkata, Mumbai and Delhi.

Christened Bhojpuria TV, the channel is expected to be launched in September.

Speaking on the development, Sanjay Kumar, director, Hamni Bhojpuria Entertainment, says, “The channel will see an initial investment of Rs 100 crore. Of this, approximately 50 per cent will be spent on original programming, while the rest will be spent on distribution.”

The channel’s programming will constitute both fiction, as well as reality shows. “The fictions will primarily showcase family and female-oriented content. We will have talk shows, too, in the content line-up,” informs Kumar.

As far as advertisers are concerned, the channel will tap brands which are unable to buy space across top national broadcasters such as Colors and Star Plus.

“We will be looking at getting brands as sponsors for our shows — both fiction, as well as non-fiction,” says Kumar.

The Bhojpuri television industry currently has only one general entertainment channel, Mahuaa TV. The size of the industry is currently pegged at approximately Rs 200-250 crore.
