Bihar Bureaucrats to plant a tree each for mission Green Bihar

Bihar Chief Minister Nitish Kumar has asked bureaucrats to plant a tree sapling each at their house with an aim to increase the state’s forest cover.It is expected that if 400000 officials of Bihar Government plant a tree each, the state’s Green Cover will rise to 15 percent in next 5 years.
These steps will greatly boost the mission ‘Green Bihar’.further they have been advised to plant fruit bearing trees, so that they and their families can enjoy the fruit in future.
This move has been welcomed by various senior officials and is considered as a sign of changing mindset of the people of Bihar.
Undivided Bihar had a forest cover of 17 percent. At present, Bihar stands sixth from the bottom in terms of forest cover in the country.

This move is second after the ruling Janta Dal United(JDU) asked it members to plant a tree each. The party has decided to plant five million saplings over the next two-three years.

Last month, the chief minister kick-started the green drive from his native village, Kalyanbigha, in Nalanda district. He made planting of a sapling mandatory for JD-U members for their membership to be renewed.

Bihar adopts best practices from Panchayats in Karnataka

It is not always that other states follow Bihar model, our Bihar also learns the best practices from other states and implements to achieve the goal of a glorified province.Many Legislators and Officials from Bihar are camping in Mangalore to study the manner in which various schemes are being implemented in villages of Dakshina Kannada zilla panchayat with a view to adopt the same development modules for villages in Bihar.

Dakshina Kannada zilla panchayat, has recorded a embarking success by bagging Nirmal Gram Puraskar for all its 203 gram panchayats

Zilla Parishat and Panchayat Raj Committee (ZPPC), the committee set up by the Bihar government comprising 20 members including eight MLAs and officials, interacted with Dakshina Kannada zilla panchayat chief executive officer K N Vijayaprakash and other officers here. The team also visited some villages in the district to see the effectiveness of development work implementation.

“We will study how roads, water supply and other development projects are developed in rural areas here. We will recommend the government to appoint panchayat development officers (PDO) in Bihar too. We will study and discuss about best practices followed here and chalk out plans as to how it can be implemented in our state. A final report will be submitted to the government after holding discussion,” he added.

The team including MLAs Ramsurath Raj, Motilal Hazar, Bhupendar Narain, Afak Alam, Manju Sharma, Vijay Kumar Sinha and Anirudh Kumar, has already visited Bangalore and Mysore. They will proceed to Thiruvananthapuram and later to Goa.

Bihar has set up e-kisan bhawans in 324 blocks of the state.These bhawans will serve as information and advisory centres for farmers. The target is to construct such bhawans in all 534 blocks by 2012.

Kishan Bhawans will be equipped with Powersets and Internet connection and would act as a information and advisory centre for farmers.It would also work as a soil testing lab, training centre, will provide weather information. Besides, these centres would also function as plant protection centers.Farmers are excited to have the latest facilities at their door-steps.

Patna: After the Google Internet Bus hitting the roads of Bihar and spreading the awareness of Internet, Google India is all set to help Bihar in Weather Forecasting.
Google India Managing Director, Mr. Piyush Ranjan while meeting Nitish Kumar, CM of Bihar was asked to help in providing better weather forecasts especially for flood prone zones.Bihar Government is likely to submit a proposal soon in this regard.They said Bihar has been repeatedly hit by floods and drought that affect millions of people.

Poor students got new school building worth 5 crores

Finally the day has arrived. The palatial house of the tainted IAS Officer S S Verma has been converted to School.The students of Mushahari Primary School were shifted to the three- storey building at Rukunpura.
The entire property is estimated to be of over 5 crores.The school’s new building was inaugurated by Sita Devi, School Education Committee Secretary.

The district administration used vans to ferry children to the new school building, located about one km from the previous school building. The 94 students, mostly Dalits, were extremely pleased to shift to a "wonderful" building. "Is it our school building now?" was their query. While most came to the new school building in uniform, some wore their best dress on the inaugural day.

Verma's Rukunpura house was confiscated under the provisions of the Bihar Special Courts Act, 2009, allowing the state government to confiscate property of a corruption case accused during trial. The house is now the property of the HRD department. The original school building was in a poor state. As there's enough vacant space in the building, the HRD department may accommodate other schools or offices.

Chief Minister Nitish Kumar called it a historic day and hoped it would serve as a deterrent to public servants. "More such schools will be opened without fanfare. We have to stay away from publicity but give out a stern message," he said.

PATNA: Living thousand miles away from Bihar, can not stop Biharis to celebrate the joy of their traditions and festival.Recently Non-Resident Biharis (NRB) living at Canada celebrated the Eid in much the same zeal and happiness , which they do at home.This was organised by Bihar Association of Canada (BACA) and Bihar Foundation, Canada Chapter.Over 300 Biharis attended the fest.

It was a very nostalgic experience for every one present in the park, with traditional Eid Mubarak greeting and feasting on delicacies such as chicken biryani, palak paneer, chicken korma and Bihari ghughni, dahi vada, sewai and many more mouth watering dishes for vegetarian and non-vegetarian crowd to feast on. The food was catered to by a local restaurant owned by a fellow Bihari.

It was Bihari brotherhood at its best. Children and adults enjoyed a day full of outdoor activities involving various games and a small “show and tell” about Bihar and its place in Indian history. It confirms that “one can take a Bihari out of Bihar but no one can take Bihar out of Bihari,” said Rajesh Jha. Patna to have musical walkway along Ganga very soon

Patna will soon have musical walkway along the river Ganga, with trees planted alongside making it one of the favorite hangout places in the city. It will also have recreation clubs at many places alongside the river.Bihar Urban Infrastructure Development Corporation (BUIDCO) is going to spend around Rs 125 crore in implementing it.

The six-kilometer-long walkway will originate from Collectorate ghat and end at Nauzar ghat in Patna City. Along this walkway, a park will be constructed at Gaighat and one recreation club each will be made at Collectorate and Bhadra ghats.

To provide a lush green look to the bank of the Ganga in the city, urban designers have planned beautiful landscaping. It has been planned to install over 500 benches along this concrete, 20-feet-wide stretch to provide space to walkers to relax. Trees will be planted at the southern side of this walkway to ensure greenery and fresh air.

A total of 17 ghats will be developed, landscaped and beautified under this project. These will be besides the four ghats which have already been developed by the Bihar government like Gandhi ghat where Bihar’s tourism department organizes Ganga aarti. According to the architects, development of each ghat would cost around Rs 2.5 crore.

At four places link walkway, which will be slightly above the ground, will be developed. Due to unfit geographical condition, pathways are difficult to be developed at these points.

The World Bank president, Robert Zoellick, who had visited Bihar recently, had expressed interest in the project. The bank is ready to provide finance for the purpose.

“The project was taken up to ensure effective abatement of pollution and conservation of the Ganga. Not only will the development of walkway provide breathing space to city-dwellers, but also play a significant role in keeping the city clean,” Bihar’s urban development principal secretary Shashi Shekhar Sharma said.

In view of the huge response to Ganga aarti at the Gandhi ghat here, it has been recommended that out of the 17 ghats, five ghats will be specially developed so that more aartis could be performed.

“These ghats will have recreation as their basic theme. The project will have a far-reaching effect on the transformation of the urban life of the city,” said Nishant Lall, urban designer, who is also working on the project.

Lauding the role of the Nitish Kumar government in Bihar, Singh said that Bihar government had no doubt given a new life to ex-servicemen by appointing about 15,000 ex-servicemen as Special Auxiliary Police (SAP), of which 3,000 have been deployed at sensitive jails and other such areas to deal with law and order more effectively.

Singh said that ex-servicemen would take out a rally in each district and honour widows of martyrs and pay their gratitute to martyrs living in villages. The objective behind observing Ex-servicemen Week throughout September is to remember all martyrs and their widows living in Bihar, he said. “It is good that the state government has decided to set up six new complexes at a cost of Rs 1 crore each at Ara, Chhapra, Darbhanga, Bhagalpur, Munger and Motihari for establishing Zila Sainik Kalyan Kendras. However, there is immediate need to fill 13 vacant posts of Zila Kalyan Adhikari in the state,” he said.

Stressing the need for setting up more defence units and establishments in Bihar, Singh said that the defence ministry should give a thought to set up newly-raised Mountain Strike Corps’ headquarters in Bihar, for which about 4,000 to 5,000 acres of land would be required as it would lead to development of a new township on the pattern of Siliguri and Binaguri located in West Bengal. It could further improve the socio-economic condition of Bihar, he said, adding Bihar has only Danapur cantonment so far.

Bihar exceeds the target growth rate for 11th 5 year plan

Bihar has again stunned the national speculators by registering growth rates higher than predicted growth rate for the 11th 5 year plan.What more, only 4 other states including Chattisgarh, Maharashtra, Punjab and Uttar Pradesh have been able to perform this miracle. This was revealed in the Parliament by Mr. Ashiwani Kumar, Minister of State for Planning.
He was replying to a query on whether growth during the first four years of the 11th Five Year Plan (2007-12) in most of the 17 non-special category states have remained below the target set for the Plan period.
Bihar recorded a growth rate of 11.44 per cent in Gross State Domestic Product (GSDP) during 2007-08 to 2010-11, against the 11th Plan target of 7.60 per cent. Chhattisgarh achieved an average growth of 9.71 per cent during the four-year period, against a target of 8.60 per cent.
In case of Uttar Pradesh, the GSDP grew by 7.28 per cent during 2007-08 to 2010-11. The 11th Plan growth target for the state is 6.10 per cent.
“The hitherto low performing states such as Bihar, Orissa and Chhattisgarh have started growing faster than the national average and the state of Uttar Pradesh has achieved much higher than the target growth rate,” the minister said.
He added, “This trend reflects gradual movement towards convergence in economic attainment across states and reduction in economic disparities.”
Maharashtra”s economy expanded by 9.42 per cent, compared to the target of 9.10 per cent for the period, while Punjab registered a growth 7.50 per cent during the first four years of the Plan, against the set target of 5.90 per cent.
All other states have lagged behind their respective targets during the first four years of the 11th Five Year Plan.
Kumar attributed the failure of other states to reach their growth targets on factors like the global economic crisis and low agricultural productivity due to bad monsoon.
The All-India GDP growth during the four years stood at 8.15 per cent.
The 11th Plan had originally envisaged GDP growth to average 9 per cent during the 2007-12 period. It was, however, scaled down to around 8.1 per cent, on account of the global economic downturn of 2008-09. .

Eight poor mahadalit Girls have got a reason to smile, thanks to the visionary CM Mr.Nitish Kumar.They are flying off to Japan to participate in the International Martial Arts championship later this month.
The girls are – Abhilasha Kumari, Lakshmi, Aarti, Sahanu, Nirmala, Jitni, Dulari and Kavita.They recently took part in an international karate tournament held in Gujarat and won five gold and silver medals along with 14 bronze.
Sudha Varghese, who would accompany these girls along with an official from the state government’s social welfare department, said they would take part in the championships between September 19 and 26.
These girls stay in a hostel run under the aegis of Varghese’s NGO Nari Gunjan in collaboration with the Bihar Mahadalit Development Mission.
Varghese, a Padma Shree for her social work among the Mahadalit communities in Bihar, said all 125 girls in the hostel are trained daily in karate and other martial arts. “This is an example of woman empowerment in the real sense.”
More than 350 participants from different countries of South Asia had taken part in the championships at Nanded, where the girls from Bihar had impressed everybody with their skills. “Sixteen of our girls had taken part in the championships and eight of them are going to Japan now,” Varghese added.
Lauding their achievement, Chief Minister Nitish Kumar said the Mahadalit children from the state were the repository of talent but were not getting opportunities in the past to prove their mettle. “Their talent is now coming to the fore because they are getting the chance,” he said.
Nitish said the Mahadalit girls would also be trained in shooting at the Kalyanbigha range in Nalanda district. The government set it up to nurture the talent in the villages of the state. “There are immense opportunities in this field, too” he said.
“It offers a lot of scope to travel abroad.” Two years ago, the state government had started imparting training in karate to schoolgirls to instill self- confidence in them and make learning enjoyable. Approximately six lakh girl students of classes VI, VII and VIII were offered ‘yellow belts’ in karate through a training programme launched by the Bihar Education Project across the state.

Bihar subsidizes diesel for farmers

Patna: Nitish Government has decided to subsidize the diesel for farmers by Rs 20 per litre of diesel.This will be applicable in the upcoming Kharif season. Against the allocation of subsidy to the tune of Rs 369.57 crore, the cabinet sanctioned Rs 50 crore from the state contingent fund to provide immediate relief to farmers affected by inadequate rainfall, state cabinet secretary Ravikant said. The state government also decided to give sixth payscale benefits to the state-aided non-government schools, including minority schools numbering around 108 in Bihar. It would entail a burden of Rs 7.16 crore annually to the state exchequer, he said.

Patna: Following the footsteps of Bihar CM Nitish Kumar, his colleagues in the state cabinet have come forward for the cause of Green Bihar.Bihar Water Resources Minister Vijay Kumar Choudhary and Human Resource Development Minister P K Shahi donated their August salary for the green cause in the state.More ministers are expected to follow them.Officials said, Industry Minister Renu Kumari Kushwaha, Rural Development Minister Nitish Mishra and Rural Work Minister Bhim Singh, all from the ruling Janata Dal-United (JD-U) have expressed their willingness to give their one-month salary for the green Bihar campaign.JD-U legislator Sanjay Kumar Singh also donated his salary to the campaign. “More than a dozen JD-U legislators are likely to donate their one month salary for it within a week,” an official said.

Last week, Nitish Kumar flagged off the Harit Bihar Abhiyan Rath Yatra with aim to plant five million saplings.Sources say that Nitish Kumar has been inspired by Dharhara, a small village 230 km from here in Bhagalpur district. The villagers of Dharhara have resolved to plant fruit trees, including mango and litchi, to celebrate the birth of every girl child there.

Bihar tops in Country for the growth of tax collection

PATNA: In the last two years, the Income Tax department in Bihar has collected record revenue and stood second in the list of the states recording high percentage growth in I-T collection.This was quoted by Former chief commissioner, income-tax, Tarkeshwar Singh, who was getting released from his charge upon retirement.He said that in the current financial year, the target is Rs 5,850 crore. He said that the department had refunded Rs 40 crore in the last fiscal in the state.
In the farewell ceremony organised for Mr. Singh on Monday, Bihar Chamber of Commerce president O P Sah and Chief commissioner, Income-tax, Bihar, Vijay Sharma were also present.
