Over 427 new Silos in Bihar soon

Posted: 03 Jun 2011 05:47 PM PDT

Patna, Jun 1 (PTI) The Bihar government would set up 427 silos for which it has signed a MoU with Nabard for a Rs 276 crore loan, to increase storage capacity of foodgrains.
Stating that the 500 tonnes silos would be constructed at all blocks, state Food and Consumer Protection Minister Shyam Rajak told newsmen here: “We will construct the new silos for increasing foodgrain storage capacity in Bihar”.
Stating that storage was a major problem and not agriculture production, the minister said the state had targetted 5 lakh tonne wheat this time, but unfortunately it could not be achieved.
“In case of paddy, the target has been surpassed at 11 lakh tonne against the targetted 105 lakh tonne,” he said.
Alleging that the Food Corporation of India was not cooperating with the state for storage, he said, “The FCI is supposed to ensure storage of 6 lakh tonne of foodgrains, but it has provided facility for only 1.5 lakh tonne”.
The FCI, he said, was not paying sufficient attention to Bihar for having godowns as compared to a state like Punjab.

Bihar committed to focus on quality water supply

Posted: 03 Jun 2011 06:09 AM PDT

Patna, May 31: Public health engineering department (PHED) minister Chandra Mohan Rai said the state government was committed to provide quality and potable water to the people.

Addressing a news meet at his office today, Rai said: "In the past few years, there has been a continuous tapping of groundwater resulting in the depletion of the water table. This has been because of the continuous drought in the state for the past few years."

Rai said, in the past couple of years, the state has received scanty rainfall because of which the groundwater table has gone down. The 17 districts of south Bihar have been affected by droughts. Moreover, 11 districts of the state are affected with groundwater having higher fluoride content and high arsenic content.

Rai said as the state has been facing drought for two consecutive years, the state government has decided to provide water supply through area-specific pipelines. In the drought-prone areas, around 1,770 pipelines will be set up in the drought-hit areas.

Similarly, around 379 pipelines would be set up for the areas affected by high fluoride content. These would be run with the help of solar power. The minister also urged the people to come forward in conservation of groundwater.

The minister said: "Earlier we used to consider groundwater as pure and pristine. But, now, even groundwater is contaminated, posing a serious threat to the people. Pollution of groundwater is more dangerous than pollution of surface water. The people of the state have also been facing the problem of groundwater contamination with arsenic, fluoride and nitrate.

Rai called upon the scientists and academicians to create awareness in the society about the harmful effects of the use of contaminated water. The minister also listed the schemes taken by the state government in provision of water supply in Bihar.

"Under the multipurpose Biddupur water supply scheme, works on providing safe drinking water to 19 villages is going on. Similarly, under Maner water supply scheme, 26 small villages are covered, where supply of drinking water is going on," the minister added.

AC buses to ply Patna roads by next week

Posted: 03 Jun 2011 05:42 AM PDT

PATNA: Bihar State Road Transport Corporation (BSRTC) will run eight new 32-seater air-conditioned city buses by next week for commuters.

Four AC buses each would ply on two routes — route number one from Gandhi Maidan to Khagaul and route number two from Gandhi Maidan to Danapur. These AC buses will operate from 5am to 11pm and be available every one hour on their respective routes.

These Marco Polo buses of Tata Motors will have modern facilities including CCTV cameras, emergency alarm button, inbuilt fire extinguishers, Global Positioning System (GPS), electronic ticketing machine (ETMs) and music system. These buses will have six seats reserved for women, two for old people and two for the physically challenged.
“The fares of these AC buses is yet to be decided, but is likely to be double the fares of Non-AC ones running in the city,” Uday Singh Kumawat, transport secretary who is also holding the charge of administrator, BSRTC told TOI.

A proposal to have women bus conductors in these buses is under consideration. Eden Transport, a private firm, will run these buses too, along with the existing fleet of 70 city buses.

Besides, bus stops would also be constructed by next month. Kumawat said, “These bus stops will be like those in Delhi, with electronic board displaying the timetable of buses and the routes, and sufficient standing space with shade for commuters.

Misuse of residential plots by doctors in Patna

Posted: 03 Jun 2011 04:06 AM PDT

Patna, May 31: A few doctors are allegedly running multi-storeyed nursing homes in the plots allotted to them by Bihar State Housing Board for residential purpose.

Taking note of this, the housing board has recently served notices to many of the occupants. According to departmental sources, around 110 plots sprawling over more than 300 cottahs in Lohia Nagar were allotted in different phases to doctors in 1981.

Plots of four cottah and 2.5 cottah in Doctors' Co-operative Colony were distributed to beneficiaries on various terms and conditions, most important being that a private clinic can be operated on the ground floor and the first floor should be utilised for residential purpose. Such arrangement is termed as commercial-cum-residential plots.

Housing board sources said recently it was brought to the notice of the board that many of the occupants are violating that norm and running multi-storeyed nursing homes on their premises.

Consequently, the board served notices to around 20 members of Doctors' Co- operative Society in mid-April for violation of Section 78 of Bihar State Housing Board Act, 1982 related to violation of utilisation norms of housing board land.

"The matter of commercial utilisation of residential and residential-cum-commercial plots in Doctors' Co-operative Colony in Lohia Nagar is being looked at and we have also served notices to those who have been alleged of violating housing board norms," said a senior official of Bihar State Housing Board.

He added: "Besides, we are looking after the revenue aspect in case of flouting of such norms. Further, various norms of Housing Board Act are being studied in present day context. For instance, the definition of "clinic" in the act would be studied in relation to prevailing practices. All such matters would finally be put in front of the board and consequently actions would be taken by it."

According to the sources, a reputed heart hospital near Rajendra Nagar flyover, neighbouring Doctors' Co-operative Colony is running on a residential plot belonging to the housing board.

However, housing board sources clarified that this plot does not come under Doctors' Co-operative Colony.

Residents on the other hand, seem to have adjusted with the upsurge of medical facilities in their neighbourhood. "It is good that we have so many nursing homes in the vicinity. We do not need to go to distant places for diagnosis. Besides, there is enough space in the area and the vicinity never looks congested," said A. Bhanti, a homemaker in Kankerbagh Housing Society.

What Bihar thinks today,India thinks tomorrow

Posted: 03 Jun 2011 03:34 AM PDT

PATNA: What Bihar thinks today, India thinks tomorrow! The Budget proposals envisaging transfer of cash subsidy directly to the beneficiaries in case of LPG, kerosene and fertiliser is a Bihar model being replicated by the Centre. Bihar already boasts of a number of government sponsored schemes in which the cash subsidy is directly transferred to beneficiaries. This is not the only case.

There are several other schemes and programmes of the state government which are being emulated by the Centre and other states as well. Bihar is also the first state to have introduced bicycle scheme for the schoolgirls which not only became very popular in the state but also attracted nation-wide attention.

“Now, several other states have such a scheme for school girls. But in Bihar , the money is directly made available to girl students to procure their bicycle and even school uniforms to avoid any leakage,” BJP spokesperson Sanjay Jha told ET, adding the bicycle scheme will now also cover boys. The introduction of the bicycle scheme made Bihar the first state to have adopted an effective system for transferring cash directly to the targeted beneficiaries (schoolgirls) of subsidies.
Bihar government has a number of schemes in which the money is directly transferred to the intended beneficiaries of subsidies. The chief minister has been advocating for such a cash transfer policy which need to be adopted for myriad schemes having subsidy component .

It is good that the Central government has now taken the cue from Bihar with the Union Finance Minister pushing for cash transfer policy in lieu of subsidies meant for LPG, fertiliser and kerosene,” speaker of the Bihar assembly Udai Narain Choudhary told ET.

Patna suffering from Streetlight disorder

Posted: 03 Jun 2011 01:05 AM PDT

Patna, May 31: They stand tall on the roads serving no purpose. Many of them are half broken, resembling wreckage.

The streetlights in the state capital have a sorry story to tell. While some are broken, many others have stopped functioning. . Residents complain, but many have given up. They have got used to their pleas falling on deaf ears.

While almost entire Patna has been affected with a streetlight disorder, some of the prominent areas, including Patliputra Colony, Gardanibagh, Kankerbagh, Digha, Aashiana Road, Jagdeopath-Rukunpura, Serpentine Road, Indrapuri, AG Colony, Lodipur, Police Lines, Rajivnagar, Anisabad, Danapur, Khagaul, Rajendra Nagar and Patna City are the worst sufferers.

Residents blamed the step-motherly treatment meted out by Patna Municipal Corporation (PMC) for the situation.

Since the past 10 years, Patna Electricity Supply Unde rtaking (Pesu) and Bihar State Electricity Board (BSEB) have been taking care of streetlights in the city. However, in the past couple of months, the streetlights have been orphaned, literally. Sources in PMC said the civic body is in a fix as to whom to impose the burden of setting things straight.

"The matter was taken up at several meetings of the standing committee of PMC and at present we are planning to float tenders to invite companies for installation and maintenance of streetlights and high-mast lights. The company, which will be awarded the tender, will have to pay the charges to Pesu for the electricity consumed by these lights. Besides, the company would be allowed to give their advertisements on the electricity poles, for which the respective charges would have to be paid to PMC," Afzal Imam, the PMC mayor, said.

Shashi Shekhar Sharma, the principal secretary of the urban development department, said the PMC should be responsible for providing infrastructure or fittings for streetlights in urban areas of Patna.

Sources in the Pesu said PMC had paid Rs 58 lakh to the undertaking in 2000 for maintenance of streetlights between 2000 and 2004. After the fund was exhausted, the complete utilisation report was submitted in 2004 and since then PMC was requested to maintain the streetlights.

Pesu sources said that during a very high-level meeting in September 2004, BSEB and Pesu were instructed to restart the work of maintenance of streetlights in Patna despite strong reservations of both. After the decision was taken, PMC deposited Rs 15 lakh in October 2004. After the fund was exhausted, another utilisation report was submitted.

"Rajivnagar has been infamous for criminal activities. Even though criminal activities have reduced in the past couple of years, absence of streetlights enhances the scope of such activities. Patliputra is a posh area and Gosaitola, which happens to be the epicentre of notorious activities, is just at its doorstep. Even then, there have been very few streetlights functioning at these places," said Ravindra Kumar Singh, an advocate of Patna High Court, and a resident of Rajivnagar.

SCADA not working successfully in Patna

Posted: 02 Jun 2011 07:03 PM PDT

Patna, May 31: The supervisory control and data acquisition (Scada) system, which Bihar State Electricity Board had inaugurated with much fanfare last year to provide better facilities to customers through its hi-tech system, has gone haywire.

The Scada system, which chief minister Nitish Kumar inaugurated on August 26 last year, was supposed to be a consumer-friendly system that would provide instant billing and round-the-clock customer care centre to deal with customer grievances apart from keeping tabs on the current load on all power sub-stations.

The hi-tech system, which was supposed to work through multiple communication system such as optical fibre, BSNL's leased lines, radio frequency, has not been working for the past four months.

All 45 power sub-stations and 30 billing centres of Patna Electric Supply Undertaking (Pesu) were designed to be linked with each other so that consumers of any area could have made payments in any other division or could have lodged his/her complaint at the Pesu Scada centre's call centre located at Board Colony round-the-clock.

Under the Scada system, a meter reader can instantly issue bills to customers and also collect payment from them through his hand-held billing machine. But unfortunately out of 10 divisions of Pesu, this system is working only in the Gardanibagh division. Even in Gardanibagh, only bills are generated instantly but payments are not being accepted as the much-hyped Scada system could never take off in its full form.

Similarly, the call centre is supposed to work round-the-clock and lodge all types of complaints related to billing disputes, fuse calls, transformer fires and snapping of cables among others but the call centre's back-up battery has gone dead, forcing operations at the centre to come to a halt.

The system, which was also supposed to connect all the 45 power sub-stations under Pesu's jurisdiction had the energy accounting. facility. However, energy accounting could not be done owing to fault in optical fibre. Pesu, however, is making efforts to streamline the process but it has some inherent problems.

Pesu general manager S.K.P. Singh admitted that the system is not working and said: "We have started the spot billing facility from Gardanibagh division. Consumers of the division are still enjoying the facility. But unfortunately, the expansion of this facility to another division got delayed as the system took time for transferring data. At present, the process of transferring data with regard to Patliputra and Guljarbagh divisions is being carried out as spot billing has to be started in these divisions."

On the non-functional call centre, Singh said the battery would be changed by June 30.

Gaya Muzaffarour and Bhagalpur to have Patna like Bus services

Posted: 02 Jun 2011 08:01 AM PDT

Patna, May 31: Move over Patna. Roads in Muzaffarpur, Gaya and Bhagalpur, too, would now sport swanky buses for commuters.

After the popularity of the ring route bus service launched in Patna on May 15, Bihar State Road Transport Corporation (BSRTC) would offer the people of the three towns a chance to catch up with their capital counterparts.

BSRTC, an undertaking of the state government, has recently initiated the process of inviting applications from service providers to run the buses in the proposed cities.

"We have invited applications for operating city bus services in the three cities under the subsidy scheme of the corporation. Under the proposal, 30 buses would be provided in Muzaffarpur, 20 in Gaya and 30 in Bhagalpur. We have just taken the first step in this regard, so it will not be possible for us to give an exact date when the buses would start running. We are trying to finalise all formalities at the earliest," said a senior BSRTC official.

The official added the route of these buses would be decided only after the final selection of applicants.

According to norms, the buses would have to be new or should have been bought for the first time in 2011 having 32 seats. These buses are expected to be equipped with the latest technological devices like fire extinguishers and first-aid kits similar to those existing on ring route buses in the capital.

The proposed vehicles would be operated from the bus depots of the corporation and the space for halting their vehicles would be provided by BSRTC to the operators.

Under this scheme, BSRTC would provide a subsidy of Rs 7.5 lakh on each bus and the applicant would share 10 per cent of the total revenue, with the corporation.

According to sources, bids have been invited and the bidder providing the maximum number of buses in a city would be selected first.

Thereafter, the bidder providing the next highest number of buses would be chosen and this process would continue till the total requirement of buses are complete.

Citizens, meanwhile, are delighted with the proposed city bus scheme.

"At present, there is no system of city buses in Gaya and most people avail autorickshaws for travelling. Earlier, the district administration had introduced a city bus service in 1998 but gradually that system was abolished. We are extremely glad that finally we will be having a proper mode of public transport in the city of Gautam Buddha," said Gaya resident Suresh Narayan.

Mango business at its peak these days

Posted: 02 Jun 2011 05:58 AM PDT

Patna, May 31: Their prices have come down from Rs 200 to Rs 40 a kilo in barely a month and are now selling like hot cakes. The season of mangoes is here and to add to the list of the variety of the fruit available in the market, the Malda mangoes have arrived with a price cut.

With rising temperature accompanied by the pre-monsoon rainfall, the mangoes are ripening faster. People are now buying the fruit in bulk, with many taking home 4kg to 5kg of the fruit.

Compared to other varieties, the demand for Malda mangoes goes up every year and like langra and dasheri, even they are available at Rs 40 now.

Shopkeepers agreed despite the availability of other kinds of mangoes, those imported from Orissa and Bengal are the most sought-after and the ones from Malda are the "bestsellers".

With hot days ahead, shopkeepers are hopeful that their businesses will fetch more profit. "The increasing temperatures will help ripen the fruit and therefore, we expect our business to do even better," Krishna Sahu, a shopkeeper at Phal Bazar near Income Tax roundabout, said.

"We also have other varieties of mangoes like rauban, gulab khas, langra and dasheri but customers are going for the Malda mangoes only because they have a unique taste and are less expensive compared to other varieties of mangoes," Sahu said.

Another fruit seller Naresh Rai said: "The reason behind the sudden demand of Malda mangoes is because of the rain. Like everyone, even we were waiting for the rain. People wait eagerly for the Malda mangoes to hit the market. Most of the customers are buying mangoes in bulk."

Asked about the reason behind the early sale, he said: "These mangoes ripe earlier than the other varieties. This is what makes them very popular. These mangoes have a rich aromatic flavour and customers get attracted to them because of their shape and green colour."

Manisha Singh, a Boring Road resident, bought 5kg mangoes. "We could have bought the mangoes earlier as well but they were very expensive and I would have had to shell out about Rs 200 per kg. Now the price has come down and I am also getting my favourite brand of mangoes. My children love to have a glass of mango shake this time of the year, especially before going to bed," she told The Telegraph.

Rishikesh Kumar, a resident Kidwairpur area, said: "I can recognise the mangoes from Malda by their smell. Not only is there a difference in their taste, there is also a different smell. Frankly speaking, if a mango lover has not tasted Malda then they are surely missing something. Even Alphonso mango is not that tasty."

Bihar all set to increase the forest cover

Posted: 02 Jun 2011 03:56 AM PDT

PATNA: The Bihar government has come out with a massive scheme to increase the Bihar’s forest/tree cover area from 9.89 percent to 15 percent in five years. To make the scheme a success, the forest department would now work in tandem with the rural development department, said deputy chief minister Sushil Kumar Modi. The forestation scheme would be formally launched by chief minister Nitish Kumar on the World Environment Day, June 5.

In the new scheme of things, school students and poor families would be involved in the massive tree plantation drive under MNREGA, Modi said and added that the existing Chhatra Vriksharopan Yojana would be given a new shape to make forestation plan a great success. This year alone the government is planning to plant 10 crore trees in different parts of the state. In fact, the government has adopted the tree plantation scheme formulated by Tirhut divisional commissioner S M Raju, who has done excellent job in the field.

The tree plantation job would now be entrusted to 8,500 Eco Clubs formed by the Pollution Control Board. About 40-50 school students are enrolled in each Club Though the Central government gives Rs 2,500 per year to each Club for planting tress in the surrounding areas, the state government has also decided to link the scheme with MNREGA so that the poor who normally do not get job in rainy season would be able to earn money during that period. The state government would give money to each student who is part of the Club.

The students would not be given any individual task, but the plantation job would be assigned to a group of five students from Class VI to Class X. Girls, however, would be given priority. The students would not only plant the trees, but would also take care of watering and proper upkeep of the saplings so that the plant could grow. Each schoolboy would be given Rs 100 per year for taking care of the plant while the sapling would be provided by the government. Each group would plant 10 trees and take care of it for three years.

Modi said that the trees would be planted on school campus, road or highways side and religious places, but at no cost money would be given for planting trees in any individual’s house. Only fruit-bearing or wood-oriented trees would be planted. He said that the school which excelled in this drive would be rewarded at state level. Since the monsoon is soon to arrive, Modi said, the plantation would start in July.

Tree plantation would be given top priority as each panchayat would be directed to plant at least 6,000 trees. Modi said that four BPL families of the same community would look after a cluster of 200 trees. One hand pump would be sunk for every 200 plants so that proper watering could be done. “We are committed to make a green Bihar,” he asserted.

Earlier on Sunday, the CM visited Shalini’s residence and gave her Rs 15,000 and a laptop. Besides, the toppers would be given a reward of Rs 25,000 each on the Teacher’s Day from the chief minister relief fund.

Bihar and Punjab to jointly offer Mobile Money Order Service

Posted: 01 Jun 2011 06:46 PM PDT

PATNA: In a first, ten post offices each of Bihar and Punjab would offer mobile money order service (MMOS) from Wednesday when Union minister of state for information technology and communication Gurudas Kamat is scheduled to formally launch this service through videoconferencing from Delhi. The service would be provided in other parts of the country in phases.

In MMOS, money would be transferred within the country by using cellphone and via SMS. To avail of the service, the customer has to go to the designated post office and furnish mobile number, name, address and some other general information of the sender as well as recipient. Once the sender deposits the amount to be sent, an SMS containing a code is sent immediately by the postal department to the sender and receiver.

The designated recipient can collect the money from the nearest post office by furnishing the code sent by SMS and an identity proof. In one go, up to Rs 5,000 can be transferred through this service on payment of 5% of the amount as service charge to the postal department.

“To start with, the service would be available in Patna’s GPO and Bankipore, Patna City, Gulzarbagh, Kadamkuan, Patna secretariat, Danapur, Lohia Nagar, Mahendru and Rajendra Nagar post offices,” postal department’s marketing director Anil Kumar said and added the service would be launched in at least 50 more post offices of the state within a month.

The postal department is starting this service in collaboration with BSNL. “But this does not mean that the money order sender and receiver should possess BSNL sim cards. The service is available for all the cellphone users,” Kumar told TOI.

The service will save time and money. Also, it would be a boon for people not having a proper address for physical delivery of their money orders.

The apparent reason behind priority to Bihar and Punjab for the launch of MMOS is the fact that Punjab sends the highest number of money orders while Bihar receives the highest number of money orders in the country every year.

Observing that the increase in central schmes was ‘not a healthy trend,’ the chief minister noted that the Centre has been adopting “far reaching decisions” that impinged on the resources and autonomy of the states and urged the Planning Commission, the chief spokesman of states, to act as the bridge between them (states) and the Centre. On Bihar-specific issues, Kumar demanded modification in the FRBM Act to allow higher borrowing limits to those states which have exhibited high growth but continue to lag due to low national average on per capita income so that they could increase investment and sustain growth rate. This, in Bihar’s case, stood between 8.89 to 10.56 per cent after the NDA took over in October 2005, he said.On the flood threat during rainy season, particularly in North and East Bihar due to unregulated release of water from Nepal, Kumar urged the Centre to launch a ‘New Nepal Initiative’ to coax the Himalayan country cooperate for repair and maintenance of the the enbankments. With agriculture being the key sector of the state economy, the chief minister advocated the launch of rainbow agriculture to meet seven per cent growth rate by encouraging production of vegetables, fruits, milk, animal husbandry, etc.Kumar demanded setting up of national poverty commission, an independent panel, to assess the number of BPL, launch of a beggar-free India Mission, Mahadalit Vikas Mission, Integrated Minority Welfare Scheme. He also called for inclusion of six more districts – Lakhisarai, Munger, Sheohar, Sitamarhi, West Champaran and Kaimur – under the Integrated Action Plan in addition to seven districts presently under the scheme.

Major Cycle manufacturers to setup units in Bihar

Posted: 01 Jun 2011 06:22 AM PDT

Major cycle manufacturing units of Ludhiana such as Hero and Avon Cycles have been approached by the Bihar government for establishing plants and ancillary units in Hazipur and Muzafarpur. Smaller city-based cycle units are shifting out of Ludhiana to the state.

The Bihar government's scheme for providing 12 lakh cycles in the current year under the “Chief Minister Balik-Balika Yozana” is also serving as a stimulus to encourage cycle companies to set up new plants in the state.

Hero Cycles Director SK Rai said the Bihar government had invited his company's officials and he was examining some proposals.

"It was their first visit and nothing has been finalised yet," added Rai.

Nova Cycles Managing Director HM Pahwa added: "The process has begun and let’s see how many units from the city opt for setting up their units in Bihar. The incentives offered are no doubt, sounding lucrative,” he said.

Sensing that Bihar’s gain could be Punjab’s loss, the Chamber of Industrial and Commercial Undertaking (CICU) has urged the Punjab Chief Minister to grant a stimulus package to retain prominent cycle makers of Ludhiana.

CICU joint secretary Upkar Singh said city-based cycle units should be impressed upon to go for expansion of their plants in Punjab rather than investing in Bihar for establishing new units.

"There is no labour problem in Bihar. Land is also cheaper. All these factors compel the industry to invest in Bihar," said Avtar Singh, CICU general secretary.

Patiala (Punjab), May 31 (IANS) Bollywood star Salman Khan, who is in this Punjab town for shooting his film ‘Bodyguard’, landed in trouble Tuesday with the local administration penalising him for smoking in public place at a hotel.
Taking cognizance of his photograph published in a daily, the Patiala district administration issued a notice (challan) to Salman Khan late Tuesday, which was coincidentally observed as World No Tobacco Day.
‘We have issued challan on the basis of a photograph, showing Salman smoking at a public place in a hotel, published in a newspaper Saturday. We have also issued a warning to the hotel authorities,’ said an official here.

Salman came here May 24.
A Patiala-based NGO has also decided to serve a legal notice on Salman for smoking at a public place.
On No Tobbacco Day, the Patiala administration challaned 13 offenders at a bus stand for smoking in public and collected Rs.2,375 in fines.
In January 2009, Salman was issued two notices for lighting up at a public place in Kurali town in Punjab’s Mohali district.

Planning Commission Supports Bihar’s demand of Special status

Posted: 01 Jun 2011 04:16 AM PDT

Planning Commission’s Deputy Chairman Montek Singh Ahluwalia strongly favours need for a special package and help for Bihar in place of special category state status repeatedly demanded by chief minister Nitish Kumar.

“I am aware that Bihar has special problems and facing difficulties. There should be special package and help for Bihar to get rid of problems and difficulties” Ahluwalia, who in Patna to attend two day regional consultation, with five eastern states on the approach paper to be finalised by the Planning Commission, told rediff.com.

Ahluwalia has already made it clear that Bihar demands for special category state status is neither on the agenda nor it is our subject to discuss at ongoing planning commission meeting in Patna.

“Only National Development Council (NDC) can discuss and give Bihar the special category state status as it comes under its purview. The planning commission can only go for special package and help to Bihar” Ahulwalia said.

He admitted that like Bihar, other poor states also demanded the special category state status. “It is not only Bihar, similar demand was made by other states” he said.

Ahulwalia said that planning commission recognises Bihar’s problems and to remove them it gets a special package of Rs 1000 crore (Rs 10 billion), which be followed by an additional Rs 2000 crore (Rs 20 billion).

Besides, Bihar is covered under the Gadgil formula by which it gets more money.

He said that once a state was granted the special category state status, it might open a Pandora’s box leading to decline in central assistance to other states.

After coming to power in November 2005, Nitish Kumar has been repeatedly raising the demand for special category state status. But so far central government’s response has not been so positive.

Doctors strike in support of killed doctor Buddhadeo Singh

Posted: 01 Jun 2011 01:16 AM PDT

All the government doctors in Bihar observed a day-long token strike Tuesday to protest the death of a doctor who was lynched by prisoners inside the Gopalganj jail. Buddhadev Singh was beaten to death Sunday afternoon by some jail inmates in Gopalganj, some 125 km from Patna, when he went inside a ward to conduct a medical check-up of a prisoner serving a sentence in a kidnapping case.
The government doctors were asked by the Bihar State Health Services Association (BSHSA) to boycott their work for 24 hours from 6am on May 31 to 6am on June 1.

Ajay Kumar, general secretary of the BSHSA said, “We have no option but to protest. The BSHSA will review the situation on June 5 to take final decision on whether to launch an indefinite strike or not.”

Doctors in Gopalganj went on an indefinite strike Monday afternoon and demanded foolproof security for them in view of the incident.

On the other hand, the Bihar chapter of the Indian Medical Association (IMA) has demanded compensation of Rs.2 crore for the family of the doctor and punishment for the accused. The IMA has given a week’s ultimatum to the state government to meet its demands, including immediate introduction in the state assembly of a legislation to protect medical professionals from assaults and attacks.

Both the IMA and the BSHSA have been demanding introduction of Medical Professional Protection Act for the safety and security of doctors in the state.

A case was lodged Monday against seven inmates of the Gopalganj district jail for beating the doctor to death inside the prison premises, police said. The state government has ordered a probe into Sunday’s ghastly incident but the doctor’s family wants a Central Bureau of Investigation (CBI) inquiry.

According to a police officer, the prisoners wanted the doctor to issue them a certificate that they were ill and needed to be shifted out of the jail. But Singh refused, after which he was thrashed.

Gopalganj Jail Superintendent Ashok Kumar was unable to explain why did security officials not intervene to save the doctor when he was assaulted.

Gopalganj Superintendent of Police K.S. Anupam on Monday said, “Police will not spare the accused in the case”.

Dr. Bhudeo Singh received threats from inmates previously also

Posted: 01 Jun 2011 12:54 AM PDT

PATNA: Dr Bhudeo Singh, who died to due to beating in Gopalganj jail, was under threat from a group of inmates.

Reports filtering from the Gopalganj jail said that a group of inmates had been pressing Dr Singh to give certificates to them on feigned illness to facilitate their shifting to another jail, which the doctor refused.

On Sunday, one of the inmates made a false alarm call that a prisoner had fallen ill, whereby the doctor rushed to attend to him, and in turn, was beaten mercilessly that left him bruised, bleeding and severely injured. He, later, was rushed to the Sadar Hospital in the Gopalganj town, but the doctors referred him to the Patna Medical College and Hospital in view of the nature of his injuries, and in the process, died in the way be-fore getting any emergency care and treatment.

The incident, which hit the front-page headlines in newspapers and also the news channels, was an utter embarrassment for the government, since the two-day meeting of the Planning Commission to assess the needs and demands of the eastern zone states to frame its own plan and policy per-spectives had started at Patna on Monday.

However, the IMA and BSHSA were quick to react and respond to the eventual death of Dr Singh with a tinge of bitterness, since their long-pending demands regarding security to doctors and their units or estab-lishments both in the government hospitals and at private clinics, as well as at Nursing Homes, over and above their demand regarding payment of non-practicing allowance (NPA), provision of adequate number of doctors and improved infrastructure in government hospitals, has not yet been met.

The BSHSA doctors in Gopalganj district have already gone on protest strike on Monday, said organization s state general secretary Dr Ajay Kumar.

State IMA secretary Dr Ashok Kumar Yadav said, The anger and frustration of the doctors with the prevailing situation is genuine. The government is announcing new schemes, but paying no attention to in-creasing the number of doctors or improving the infrastructure. Their anger, as Dr Ajay said, stems from the fact that Dr Singh was beaten up on government premises, with jail officials and staff around. Normally, the police are against doctors.

Whenever they are assaulted by anti-social ele-ments, they take the side of criminals. It is the regular experience all over the state, he said.

Monsoon to hit north by June 7th

Posted: 01 Jun 2011 12:45 AM PDT

According to UN’s National Centre of Environmental Prediction (NCEP) latest update, El Nino Southern Oscillation (ENSO)-neutral conditions (near normal temperatures of the Pacific) are expected to develop during May-June 2011 and continue through the Northern Hemisphere summer 2011.

In an ENSO-neutral scenario the normal probabilities of success are 80% and 20% for failure of the Indian monsoon. The IMD’s long range forecast for the monsoon is 98% of normal with an error margin of 5%. Global international weather models are not showing consensus on the Indian monsoon. The Asia Pacific Centre for Climate Change (APCC) based out of the city of Busan in Korea has very categorically indicated “enhanced” precipitation over India with no major variation in regional distribution of rain in its June-July-August (JJA) outllook. The NCEP is also indicating normal or surplus rainfall in its JJA outlook with major concentrations of rainfall on the east and west coast. But the JJA European Centre for Medium Range Weather Forecast (ECMWF) outlook is showing probabilities of above-normal rainfall in North-West, West and central India but below normal rainfall in East India. The International Research Institute based out of Columbia University in the US JJA outlook is not indicating any trend with the exception of above normal precipitation central/east UP/Nepal and Bihar. The IMD is expected to update its monsoon forecast in the next few days.

The southwest monsoon has set in over Kerala on 29th of May. And it seems that the monsoon will keep its date with Mumbai on June 10. Like this time, last year the Arabian Sea arm of monsoon seems to be more active than the Bay Of Bengal. The Bay is relatively quite, and no major cyclogenesis predicted in the next three/four days.

It seems that Gujarat will start receiving rainfall before the eastern states. Pre-monsoon showers will start hitting the state from June 7. Pre-monsoon showers/thunderstorms will continue over entire north India. Maximum temperatures over north and east will be more or less near normal unlike last year. Central India will remain hot and might receive occasional pre-monsoon showers in the next week.
